Under the direction of the Staff Services Manager I within the Contracts, Purchasing & Conference Services (CPCS), Personnel Services Division, and working cooperatively with program units and managers throughout the Department and State Special Schools Services, the incumbent provides guidance and leadership to department employees responsible for planning and organizing various department sponsored conferences and business meetings held throughout the State. Contact, visit, and negotiate with hotels, convention centers, and vendors offering conference/meeting facilities, food catering, equipment rental and other amenities associated with California Department of Education (CDE) sponsored conferences. Meet with various levels of staff throughout the department regarding the purpose and nature of each conference or meeting; determine the needs and requirements of each conference or meeting; identify the desired target markets, facilities, services needs and site locations; facilitate meetings between department staff and service providers; assist with on-site logistics; and conduct post-implementation analysis of services provided. Perform analytical tasks associated with the development of a business plan for each conference; work independently, use good judgment, and use contracting, and procurement principles and practices, as well as state and department policies, rules, and regulations. In addition, the incumbent may have to travel to the various conference locations throughout California where onsite assistance is needed, which may include overnight stays.
Review and/or analyze Standard/Interagency Agreements for clarity and completeness. Ensure that all agreements are in compliance with Government Code, Public Contract Code, the State Contracting Manual, and the Department’s Administrative Manual. Coordinate the approval process between all parties including the appropriate Division Office/Branch Office, CPCS, Accounting Office, Deputy Superintendent, Department of General Services (DGS), Office of Legal Services (OLS), and contractor. Consult with and advise managers and administrative staff on contract policies and procedures. Assist in the development of department policy and procedures for internal processing and approval of Standard/Interagency Agreements. Provide assistance to program staff on contract issues related to Standard/Interagency agreements. Serve as Departmental liaison with DGS/OLS on assigned contracts and work with assigned attorney to secure approval of assigned contracts. Perform other duties as required related to contracts, i.e., service agreements and EProcurement. Facilitate and participate in staff meetings. Provide technical assistance to program staff on contract related issues. Respond orally and in writing to questions and conduct research and prepare justification and/or information as requested by assigned DGS/OLS attorney to support departmental contracts. Provide technical assistance to program staff on the completion of the Contract Request Form (CO-201), Service Agreements (SA), and the preparation/submission of the required attachments. Advise program staff of applicable contractual requirements and processes specific to each contractual agreement.
