The Air Resources Board (ARB or the Board) is a dynamic and innovative leader in improving California air quality. The Board's scientific and technical programs rely extensively on web-based information systems developed by ARB's Office of Information Services (OIS). OIS' application development occurs primarily in Microsoft .NET, PHP, and Java. This position is for Microsoft .NET development.

The Senior Programmer Analyst (SrPA) designs and develops web-based Microsoft .NET applications as a team leader of multiple .NET development staff and contractors. The SrPA also designs, develops and manages the associated relational or web-enabled databases in Microsoft SQL database on various Windows platforms. The SrPA will act as a technical expert and system architect for Microsoft .NET solutions. The SrPA will lead to complete development of several mission critical .NET systems, and he/she will also design and develop new systems over time.

The SrPA should have proficient knowledge of data processing concepts, practices, methods and principles within the Systems Development Life Cycle (SDLC). Should be able to write system documentation, conduct all levels of testing, mentor less-experienced programmers, participate in peer code review, facilitate meetings with peers and business customers, and give presentations. The successful candidate must have good analytical and problem-solving skills and the ability to work effectively with all levels of technical staff and management.


The successful candidate will demonstrate expert level skill to design, document, develop, and maintain Microsoft .NET applications, MVC framework, Microsoft SQL database, and Microsoft IIS application server. The successful candidate will have professional experience in C# and VB development, MVC framework, SOA (Service Oriented Architecture & Web Services), SQL Server Reporting Services, Team Foundation Server, Test Manager, Microsoft IIS (Internet Information Server) and Microsoft SQL Server administration. The successful candidate is a team leader and is able to mentor & motivate the whole team for technical challenges. The successful candidate should deliver high-quality customer service, communicate well in writing and in-person, and demonstrate a passion to promote clean air through technology.
