All work to be accomplished in accordance with State laws, policies and procedures utilizing the California Government Code (GC), Public Contract Code (PCC), California Code of Regulations (CCR), State Information Management Manual (SIMM), State Administrative Manual (SAM), Governor’s Executive Orders (EO), Management Memos (MM), Budget Letters (BL), Administrative Orders (AO), and State Information Technology (IT) Governance Guidelines. < br> POSITION SUMMARY: Under administrative direction of the Chief Technology Officer, the incumbent serves as a Principal technical lead of all Oracle development and maintenance for DGS. The incumbent serves at a mastery level as the knowledge expert responsible for ensuring consistency among all developers in the analysis, planning, design, architecture, implementation and documentation of all Oracle applications. The tasks are performed in accordance with the customers’ business goals and objectives, using Department of General Services (DGS) standard programming tools, i.e. Oracle Forms, Oracle Reports, Oracle JDeveloper, Oracle PL/SQL, Oracle BI Publisher, and Discoverer. The incumbent works cooperatively with programmers, analysts, users and management to resolve the most complex operational issues. br> ESSENTIAL FUNCTIONS Oracle SOA Development and Maintenance In order to support the Department’s Oracle SOA, Fusion middle ware (SOA, WLS, BPEL, JMS), Oracle SOA Suite, Oracle Service Bus Oracle BPEL Process Manager, Oracle Business Rules, Oracle B2B Integration, Oracle Business Event Processing, Oracle WebLogic Server, Oracle Message Brokerusing, in accordance with the customers’ business goals and objectives, DGS’ standard programming tools e.g. Oracle Forms, Oracle Reports, Oracle JDeveloper, Oracle PL/SQL, Oracle BI Publisher, and Discoverer and design methodologies e.g. gathering business requirements, data modeling, process modeling: < br>
ESSENTIAL FUNCTIONS (continued) • Provides lead programming expertise in the most complex environment of developing the Departments SOA system. • Develops and tests both enterprise and program specific enhancements, provides exemplary assistance and mentorship to business managers arriving at solutions. • Applies advanced knowledge of system analysis and design, programming, testing, documentation, and implementation of new functionality and enhancements to applications. • Applies advanced and exceptional knowledge and skills of the Oracle development tools and methods. • Consults with and advices management, administrative and executive staff on the planning, development, implementation, and coordination of the most complex system operations, system upgrades, maintenance, testing, installation, and new developments. • Acts as a project leader in providing technical support to application development team members and a liaison between Oracle Consultants, Oracle Support and the Department. • Monitors, updates and resolves Level 3 Help Desk tickets using Remedy Service Management software and the Oracle Enterprise Resources Program Incident Log. • Promote and be accountable for customer satisfaction and quality service. Initiate or recommend changes that promote innovative solutions to meet customer needs. br> Oracle Software Development Processes and Procedures In order to establish repeatable processes around developing and maintaining Oracle based applications, while in compliance with the DGS’ IT policies, standards, procedures and objectives using Oracle and Microsoft tools: • Develops & enforces Oracle programming standards through documentation, training and code reviews. • Standardizes software code management through the use of source code control tools. • Ensures all Oracle development is in compliance with change management processes. • Ensures documentation exists and is updated for all applications and processes supported. <
Oracle Technical Architecture In order to ensure DGS gain maximum benefit from our Oracle technologies, while in compliance with the State CIO architectural guidelines, DGS’ IT policies, standards, procedures and objectives using Oracle and Microsoft tools: • Establishes and documents our Oracle Application Architecture, ensuring long term strategic alignment with DGS’s technology and business. • Designs and develops the most complex interfaces between the ERP, DGS and other State applications. (e.g. FI$Cal, MyCalPAYS, Maximo, SCO). • Researches, evaluates and recommends vendor software and technology in order to meet DGS’ business objectives. <
Project Management In order to ensure successful completion of ET projects while in compliance with DGS’ software development standards, using project management best practices and principals: • Leads and coordinates ET projects that involve Oracle products. • Maintains schedules by updating and revising tasks, deliverables, milestones and resource requirements, using Microsoft Project software. • Maintains regular communication and informs management of all issues related to the specified technical areas.
Administrative Duties • Enter time into PAL, time-keeping system • Attends team, section and department meetings and training. • Keeps Supervisors and other interested parties informed of status of ongoing projects and tasks. <
KNOWLEDGE AND ABILITIES Knowledge of: Information technology systems (software) programming, equipment, and its capabilities and interfaces between hardware and software; and the requirements for the installation and implementation of the most complex information technology software systems. Ability to: Write complex programs; develop detailed program specifications; analyze data and situations, reason logically and creatively, identify problems, draw valid conclusions, and develop effective solutions; apply creative thinking in the design and development of methods of processing information with information technology systems; establish and maintain cooperative relationships with those contacted in the course of the work; work under pressure; communicate effectively; prepare effective reports; coordinate the activities of technical personnel. < 6
DESIRABLE QUALIFICATIONS • Experience with Fusion middle ware experience (SOA, WLS, BPEL, JMS), Oracle SOA Suite, Oracle Service Bus Oracle BPEL Process Manager, Oracle Business Rules, Oracle B2B Integration, Oracle Event Processing, Oracle Business Event Processing, Oracle WebLogic Server, Oracle Message Broker • Demonstrated knowledge and recently applied experience using Oracle developer tools including JDeveloper, BI Publisher, Discoverer, and Oracle Forms and Reports. • Demonstrated knowledge and recently applied experience using Oracle Data Warehousing, Oracle databases, version 10g or higher. • Experience maintaining an Oracle E Business Suite application preferably Oracle version R11.5.10 or higher. • Proficiency in Structured Query Language, using either PL/SQL code for Oracle database version 10g or Transact-SQL for Microsoft SQL database version 2000 or higher. • Exposure to report writing using an enterprise reporting tool such as Oracle BI-Publisher, Oracle Reports, Crystal, Microsoft SQL Reporting Services or other third party tools • Experience with ITIL is a plus.

DESIRABLE QUALIFICATIONS • Strong scripting capabilities using various scripting languages such as: VBS, Batch, PowerShell, ScriptIT, AutoIT, or AppleScript. • Proficient in 1 or more programming language (i.e. C,C++, C#, VB). • Knowledge of Java (J2EE) and .NET. • Working knowledge of PHP development and basic SQL knowledge and database application development. • Strong judgment and ability to work in a team environment, excellent communication skills, Organization skills, Good interpersonal skills. • Problem solver –ability to sort through complex issues and conducts comparative analysis of multiple solutions. • Degree in Computer Science, Information Technology, Software Engineering, Web Development or programming • Experience with ITIL is a plus. • Experience with managing an Enterprise Desktop environment with SCCM, Alteris, AD or like tools . • Operating system image creation, maintenance and deployment including Ghost, Microsoft Deployment Toolkit, and SCCM. • Application deployment packaging technologies (MSI, Wise Script Editor, Wise InstallShield). • Knowledge of networking standards, protocols, security, troubleshooting, and performance tuning. • Knowledgeable about IT processes including software development life cycle. • Knowledge of international web standards and protocols. • Experience working in an Agile or Lean environment. • Experience working in an IT Service Management environment (e.g. ITIL). • Familiarity with Remedy.
