DUTIES

Under the Administrator of the Education Data Office, the Education Programs Consultant will work independently on various special projects related to data management issues throughout the Department.

  • Lead the coordination of activities to align and integrate CDE’s data governance policies, practices and procedures with California’s postsecondary institutions as it relates to the statewide longitudinal data system (which would expand to link pK-12 to postsecondary data).
  • Coordinate the development and approval of memorandums of understanding and work orders related to cross-segment data initiatives including data sharing agreements in compliance with state and federal privacy laws.
  • Address policy and data issues related to the reauthorization of the Elementary and Secondary and its impact on the Consolidated Application (ConApp) process, including (but not limited to) the Local Education Agency Plan (LEAP) and the Consolidated Application Reporting System (CARS).
  • Conduct internal feasibility study for a new integrated LEAP/CARS system. Plan, design, and conduct professional development for state program staff regarding the use of the more integrated LEAP/CARS system.
  • Conduct secondary research on innovative use of statewide longitudinal data including such things as longitudinal cohort-based reports, strategic systems (e.g., statewide education dashboard reports), and effective indicators for improving schools.
  • Write documents such as a data audit guide, various ad hoc status reports on the progress of the CDE in establishing the elements of a longitudinal data system, and grant applications for the U.S. Department of Education, prepare written responses to letters and other inquiries, draft correspondence.
  • Based on an understanding of the education programs as administered through the Consolidated Application, consult with school district staff to improve procedures for program application and administration.
  • Analyze state and federal statutes, administrative regulations, policy documents, proposed data collections, and procedures related to administration of categorical programs, and make recommendations (written and oral) for improvements.
  • Participate in staff meetings; keep supervisors apprised of the status of projects and problems; assist other staff with critical projects as needed; perform other job related duties as required.

DESIRED QUALIFICATIONS

  • Experience implementing at least one new federal program including drafting policies based on careful analysis of changes in statute and/or regulations, developing plans, processes and procedures.
  • Experience in projects to develop or integrate data systems, including, but not limited to performing business needs analysis, conducting feasibility studies and eliciting business requirements.
  • At least two years of experience in a local educational agency coordinating categorical programs including resolving complex issues.
