Under the general supervision of the Senior Information Systems Analyst (Supervisor), the Staff Information Systems Analyst (Supervisor) supervises the California Instituion for Women (CIW), California Prison Health Care Services (CCHCS) IT field support operations unit. The incumbent will serve as a project and operational leader for complex functions within their statewide region for the CCHCS Information Technology organization. These functions include, but are not limited to assigning and coordinating the work related to service disruptions and requests, facilitating meetings, identifying and obtaining commitments from personnel with subject matter expertise and ensuring that service level expectations are met for desktop and help desk support. Travel to assigned locations is required.

35% - Plans, conducts and coordinates complex information technology assignments; responsible for the acquisition, installation, configuration and implementation of CCHCS desktops, mobile devices and peripherals; provides both technical and supervisory leadership in support of CCHCS staff who ensure public safety by medically treating patient-inmates; ensures negotiated service level agreements are met and tracks performance measurements against established targets; fosters teamwork and provides administrative direction; develops impact assessments and is responsible for managing the Institution’s CCHCS hardware and software asset and licensing inventory.

25% - Mentors and coaches staff; cross trains junior staff on standard operating procedures for current and new technologies; provides training to customers and business partners; develops training plans in conjunction with staff and identifies training needs and development opportunities; assigns, manages and coordinates the problem resolution process which includes incident/service requests, escalation, desktop support functions, and project management activities.

20% - Organizes, plans, analyzes and carries out project deliverables in support of the operations and maintenance of information technology initiatives; reviews project plans and participates in project meetings; develops work breakdown structures to track and manage project activities, schedules resources and provides regular management status reports.

15% - Analyzes data and situations; reasons logically and creatively; identifies and documents problems; draws valid conclusions; develops effective solutions; applies creative thinking in the design and development of IT solutions; keeps up with the established testing and implementation standards; speaks, writes and presents effectively; prepares effective reports; coordinates the activities of technical personnel; and acts as a technical lead on complex problem resolution activities.

5% - Manages CCHCS customer relationships; creates and maintains a working environment that encourages mutual cooperation between customers and IT staff; ensures that the integration of multiple services occurs with the least amount of impact to customers and that problems are resolved quickly and effectively; has regular contact with IT staff, management, and external entities and coordinates problem resolution and ensures methods and practices conformity; contacts users to discuss business and system requirements; contacts vendors to discuss existing and new technologies; performs other related duties as assigned.

Knowledge of: Principles of public administration, organization, and management; information technology systems equipment, software, and practices; analytical techniques; technical report writing and principles of personnel management, supervision, and training.

Ability to: Analyze information and situations, identify and solve problems, reason logically, and draw valid conclusions; develop effective solutions; apply creative thinking in the design of methods of processing information with information technology systems; monitor and resolve problems with information technology systems hardware, software, and processes; establish and maintain effective working relationships with others; communicate effectively and supervise technical personnel.

Additional Desirable Qualifications: Demonstrated ability to act independently; flexibility; tact; and ability to act effectively under pressure.

Persons appointed to this position must be reasonably expected to exert up to 40 lbs of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Involves frequent walking, standing, and sitting. Persons appointed to this position must be able to travel to assigned locations.
