POSITION DESCRIPTION:
Under general direction from the Data Processing Manager II (DPM II), the Staff Information Systems Analyst (Supervisor) (SISA) leads and manages the problem resolution process for the Department of Fair Employment and Housing. This process includes the incident/service request process, escalation process, desktop support functions, project management and training activities. Management functions include, but are not limited to, assigning and coordinating the work related to service disruptions and incidents, equipment installation, the enforcement of workstation standards, asset inventory management, problem management, reporting, and mobile (wireless) device administration as well as personnel related administration.

ESSENTIAL FUNCTIONS:

25% Team Management
Manage the Department’s information technology help desk; identify and implement best practices; recruit, develop, and supervise departmental ISC staff. Provide leadership and direction to the IT support staff in workload management. Collect, monitor and report to the DPM II on department IT customer support.

25% Operational Management
Coordinate and control the implementation of customer support, desktop/mobile device support, and network administrative support services for all Department staff and the public using the Department’s online system; Oversee the problem management process, tracking and escalation of issues to appropriate technicians and servicing units; Composes and/or reviews network communication alerts, disruptions, and planned outages; and provide oversight of training activities in information systems used by the Department.

25% Technical Support
As a high-level specialist, will perform the most complex technical support tasks, such as supporting operating systems, or data base software that sustain the Department’s large-scale multi-user data bases. Provide telecommunications and data base expertise to other technical specialists and act as technical advisor to Department staff.

15% System and Policy Development and Implementation
Identify and understand Department processes and design appropriate technical responses to business needs. Advise the DPM II about the Department’s goal of improving the use of new technologies and the office policy regarding the use of all end-user-computing tools. Develop, implement and oversee policies for the information help desk staff. Identify, outline, and oversee implementation of the Department’s information systems.

MARGINAL FUNCTIONS:

5% Purchasing
Recommend procurement of hardware and software needed for implementation and maintenance of new systems and office automation systems.

5% Liaison Activities
Serve as liaison for Department with other government agencies and departments concerning information systems issues and programs; serve as lead person in Department’s participation in e-government and other information systems initiatives.

DESIRABLE QUALIFICATIONS:
•Bachelor’s Degree or higher in computer science or a related field.
•Experience directly supervising staff and resolving technical problems for an organization or entity.
•The ability to work well under pressure, meet deadlines and adapt to changing priorities.
•The ability to exercise a high degree of initiative.
•Exceptional tact and the ability to demonstrate good independent judgment.
•Excellent communication, writing and analytical skills.
