Duties and Responsibilities:
Under the general supervision of the Institutional Personnel Officer I or II, the Senior Personnel Specalist serves as the expert staff resource and acts as lead Specialist responsible for transactions, payroll, benefits and attendance reporting. The Senior Specialist has full responsibility for State Controller’s Office (SCO) View Direct Periodic Position Control and Vacancy reports. The Senior Specialist is expected to research critical personnel issues and recommend alternative solutions, and consistently exercise a high degree of confidentiality, initiative, responsibility, and independence in the performance of assigned task with a strong commitment to customer service.
Process and release payroll. Certify attendance; process all benefits; Non-Industrial Disability (NDI), Family Medical Leave Act (FMLA), attendance and timekeeping. Maintain position control including 607’s; process Personnel Action Reports (PAR’s), Employee Action Request (EAR’s), etc. Process and clear certification lists. Process Merit Salary Adjustments (MSA’s) and Special In-grade Salary Adjustments (SISA’s). Independently interpret and use reference materials. Respond to timekeeping questions; resolve payroll problems including dock time, overtime, holiday credit and advances.
Administer, review, analyze and assemble all pay in accordance with civil service laws, rules, policies and procedures; maintain accurate statistical data; implement, calculate and complete the request for payment of the most difficult and complex personnel/payroll documents; disseminate to Accounting those overpayments that cannot be collected for submission to the Franchise Tax Board for collection.
Compute and request salary advances, process judgments against wages; request overtime payments and duplicate warrants. Request and release supplemental payments. Verify state service and exempt service; distribute probationary report information to the division Office Technician for dissemination and tracking.
Provide ongoing monthly maintenance of the Veterans Home position control and vacancy report. Verify monthly status of SCO’s View Direct Periodic Position Control and Probable Vacant Position Report and provide a monthly status, by the 10th of each month, to Classification and Pay Analysts, on position control and probable vacancies.
Respond to health benefit questions orally and in writing; resolve health benefit problems in conjunction with the employee, the health care provider and/or California Public Employee Retirement System (PERS) and California Dept. of Human Resources (CalHR). Respond to basic retirement questions; research and respond to the most complex health benefit and payroll related questions.
Handle the most complex accounts receivables, such as those involving workers’ compensation and accounts receivables that have been outstanding for a long period of time and require extensive research. Complete and submit various reports. Attend training and work-related meetings. Provide personnel policy and procedure related training to staff as needed. Special projects as assigned.
Regular and consistent attendance is critical to the successful performance of this position due to the heavy workload and time-sensitive nature of the work. The incumbent routinely works with and is exposed to sensitive and confidential issues and/or materials and is expected to maintain confidentiality at all times.
