Under general direction from the Prenatal Screening Branch Chief, a Genetic Disease Program Specialist IV, the Nurse Consultant III (Specialist) will perform the following duties:
Provide professional guidance to nursing and other health professional staff at the PNS Program’s
regional contract Case Coordination Centers (CCC’s). Develop and implement case follow-up policies
and protocols, and case tracking methodologies for Prenatal Screening cases, in order to provide risk
assessment for major birth defects to pregnant women and their clinicians. Develop and maintain the
Coordinator protocol manual to ensure Statewide consistency of Program implementation at all regional
Coordinator offices. Monitor production, printing, and distribution of protocol manuals and updates.
Direct regional Coordinators on resolution of complex cases, which are medically and time-sensitive, and
may require communication and coordination with patients, clinicians and staff at State-approved
Prenatal Diagnostic Centers.
As a Prenatal Screening Program manager for Case Coordination Centers contracts, the NC III
(Specialist) is responsible for the development of contract scope of work and budget parameters.
Monitor Coordinator performance via management reports and review of electronic case records, and
evaluate Prenatal Screening Coordinator workload and case resolutions at regional Program offices.
Organize and conduct training for new and current Coordinator staff on program protocols and policies.
Conduct site visits to regional Program offices to monitor and to evaluate compliance with Prenatal
Screening Program’s policies and standards. Monitor, approve, and revise as necessary, changes to the
multiple year Coordinator contracts. Approve/decline budget usage requests, including staff changes,
training requests, and other contract expenditures.
Participate in ongoing development and planning for PNS Program to maintain medical standard of
care for prenatal screening. Participate in literature review and staff meetings to evaluate medical
advances in Prenatal Screening. Develop and evaluate implementation and effectiveness of new
Program policies and standards.
Plan computer system development and upgrades necessary for clinical Program development. Develop computer system requirements and plan testing for new functionality. Organize and participate in computer system testing in order to implement changes. Monitor computer system issues after new programming is implemented.
Develop medically appropriate mailers and text for Program’s prenatal test result mailers and other
Program communications with patients and medical providers. Direct computer programmers and
program contract printer on implementation of new mailer types or new text segments. Act as Program
liaison with program contract printer.
