Job Description:
STAFF SERVICES ANALYST DUTY STATEMENT

Under general supervision of the Deputy Director of Human Resources, the Staff Services Analyst (SSA) acts as the special assistant to the Deputy Director (DD) of Human Resources (HR) by performing a wide variety of analytical support duties and providing assistance on complex, sensitive, and critical departmental or program issues; performs executive level assignments and administrative support including confidential research for the organization. The SSA establishes and maintains good working relationships with HR management and staff, as well as other departmental offices, in order to exchange information, resolve issues, and complete work activities relative to HR. Duties of this position include, but are not limited to the following:

40% Key staff person for HR Executive and responsible for staff work on all labor relations matters and Legislative hearing subcommittees assigned to the DD. This includes grievance analysis, labor relations proposals for negotiation, layoff packages, developing budget information for management proposals, and prepares Governor and Legislative analysis responses. Gathers and analyzes information, evaluates alternatives, provides recommendations and monitors implementation of approved recommendations. Monitors HR Executive Appointment reports, coordinates the monthly vacancy reporting between the Budget Management Branch and HR, participates in fiscal drills; makes recommendations regarding identified issues; consults with DD on identified alternatives, and assists the DD on sensitive issues and major events. Maintains and completes high-level project plans and Corrective Action Plans, such as HR Executive Succession Plan, Departmental discipline templates, develops Budget Change Proposal/Fiscal Language, and Governor’s Office Action Requests. Examples include audit responses, policy and regulatory proposal reviews, issue papers, etc. Handles confidential information appropriately, including controversial matters or sensitive adverse actions and communicates information to the Office of Labor Relations, Office of Internal Affairs, and the Employee Discipline Unit on behalf of the DD. Facilitate conference calls for the DD with CDCR Hiring Authorities and control agencies, such as Department of Finance and California Department of Human Resources. Advise HR executive management on the status, recommended options and roadblocks related to priority assignments. Responsible for managing a variety of critical and time sensitive assignments on behalf of HR Executive management.

25% Conducts research and gathers information from all HR programs, outside Administrative Assistants and Subject Matter Experts in order to draft talking points, speeches and PowerPoint presentations on a variety of topics for the DD to present at meetings; transmits reports for distribution prior to meetings; obtains and prepares extensive information from various sources including department, groups and individuals to assist and prepare the DD in advance of meetings, conferences and speaking engagements. Coordinate weekly Chiefs meeting. With direction from the DD respond to sensitive inquiries from external stakeholders, state agency directors, departmental managers and staff on a variety of subject matters related to Human Resources functions. Collect pertinent data and summarize detailed information for critical assignments and prepares for executive review. Assist program staff by reviewing reports and correspondence for executive approval. Responsible for responding, with tact and diplomacy, to inquiries of a non-technical nature and composes correspondence on behalf HR executive management.

10% Serves as liaison to the special assistants reporting to the Director of Support Services and the Under Secretary of Administration to handle all complaints, comments, and confidential information. Track Associate DD and Chief, Office of Personnel Services Individual Development Plan dates to ensure timely delivery. Maintain a management information system to track special assignments, correspondence, and to ensure timeliness, accuracy, and professional completeness of staff work. Review, prioritize, and prepare incoming assignments for upper managements review.

10% At the direction of the DD writes letters and memoranda for review and signature. Review reports, proposals and labor relations strategies/packages for quality content and policy issues, making recommendations for implementation and evaluation to the DD. Research, analyze, and prioritize information to be used in briefings and/or reference material at legislative, agency, and executive staff meetings.

10% Attend meetings at the direction of the DD to collect HR needs and commitments and to advise the DD; as appropriate when parameters have been approved in advance by the DD, the SSA will have authority to commit HR to specific deliverables. At the direction of the DD issue assignments to the section managers and supervisors resulting from the meetings attended. Prepare reports to the DD regarding meetings, commitments and assignments. Examples include meetings regarding development of management positions on bargaining issues, sensitive assignments and drafting proposals and contract language for negotiations. Serve as the primary contact for the numerous requests for meetings with the DD. Coordinate meetings on behalf of the DD, including scheduling, managing calendar, and preparing in-state and out-of-state travel itineraries, and agendas.

05% Act as lead over and coordinate efforts of other office staff and oversees maintenance of all files for the DD. Attends scheduled trainings and meetings, and performs other related duties as required. Some travel may be required.

***ASSOCIATE GOVERNMENTAL PROGRAM ANALYST*** DUTY STATEMENT

Under direction of the Deputy Director of Human Resources, the Associate Governmental Program Analyst (AGPA) acts as the special assistant to the Deputy Director (DD) of Human Resources (HR) by independently performing the more responsible analytical support duties and providing high-level assistance on complex, sensitive, and critical departmental or program issues; performs a high degree of executive level assignments and administrative support including confidential research for the organization. The AGPA establishes and maintains good working relationships with HR management and staff, as well as other departmental offices, in order to exchange information, resolve issues, and complete work activities relative to HR. Duties of this position include, but are not limited to the following:
