July 1, 2012 Bargaining Unit 01 was affected by the Personal Leave Program and the salary reduction is 4.62% less the base salary rate above. Under the direction of the Deputy Secretary, Fiscal Policy and Administration, Government Operations Agency, the incumbent performs a variety of complex technical administrative and analytical functions and is responsible for the following duties: ESSENTIAL FUNCTIONS Procurement Services: Attend to the various purchasing needs of the Agency. This includes but is not limited to the following: Select the appropriate solicitation method for securing a vendor for various services; develop solicitation packages; evaluate bid proposals; award the procurement; handle vendor disputes; prepare purchasing documents. Act as the liaison between Agency and the Department of General Services Procurement Division on all procurement matters. Ensure all purchasing is in compliance with state rules and policies. Track and maintain all purchase orders and reconcile balances on a monthly basis. Prepare and submit all required annual reports pertaining to procurement activities. ESSENTIAL FUNCTIONS (Continued) Personal Services Contracts: Administer all Agency service contracts. Assist staff with establishing a business need for personal services contracts and determine the appropriate type of contract and procurement method. Prepare bid packages and submit required advertisements to the State Contracts Registry system. Analyze, prepare, and review contracts for conformity to state requirements in accordance with the California Public Contract Code, State Contract Manuals and the State Administrative Manual. Monitor contracts and initiate amendments, extensions and new contracts as appropriate. Maintain records, reports and correspondence relating to contract activities. Prepare and submit all required annual reports pertaining to personal services contracts. Invoicing Process, audit and reconcile all invoices. This includes coding invoices to ensure accurate accounting of expenditures. Ensure invoices are in accordance with the purchase order or personal services contract. Resolve any billing discrepancies with vendors and work with the Department of General Services to ensure that all services are paid for timely. Respond to vendor calls and questions, maintain vendor payment and stock received files, prepare dispute notifications to vendors, process and resolve disputes and maintain records of the State Controller’s Office paid claims and Vendor Data Records files. Human Resources As the Human Resources liaison for the Agency, the incumbent will work with the Department of General Services, Human Resources Office to ensure that all applicable human resource tasks are completed accurately and efficiently for Agency employees. This may include, but not be limited to, appointments; promotions; demotions; terminations; separations; layoffs, retirement; health benefits; and, worker’s compensation. Budget Monitor and track the Agency’s budget. As liaison for the Agency, the incumbent will work with Department of General Services, Contracted Fiscal Services, to ensure all required budget documents are accurate and submitted timely to applicable control agencies. This position reviews monthly and quarterly budget reports to ensure costs and projections are within the Agency’s appropriation. Annual Reports: Prepare required annual reports. This may include State Agency Waste Reduction, Workforce Analysis, Small Business/Disabled Veterans Business Enterprise; Late Penalty Report; Disability Hiring and Upward Mobility Reports. MARGINAL FUNCTIONS Serve as the point of contact for all administrative tasks and handle as appropriate. Serve as back-up for various office functions to include, but not be limited to the following: answering phones; taking messages; making copies; taking documents to the Governor’s Office; scheduling appointments and other duties as assigned. KNOWLEDGE AND ABILITIES Knowledge of: Principles, practices, and trends of public and business administration, management, and supportive staff services such as budgeting, personnel, and management analysis; and governmental functions and organization.
