The Air Quality Planning Branch Central Valley Air Quality Planning (CVAQP) Section works with many divisions throughout ARB, as well as air districts, health advocates, and other public and private groups to integrate air quality analysis along with federal planning requirements in the Central Valley region of the State. In carrying out this mission, the Section:
Prepares State Implementation Plan (SIPs), for PM2.5, ozone, PM10, and Regional Haze and presents to the Board.
Evaluates data related to PM air quality planning, including the interactions between PM2.5 and PM10 air quality data, meteorology, and emissions in support of appropriate regulatory actions to meet ambient air quality standards for PM.
Reviews particulate matter data and policy associated with exceedances of air quality standards resulting from natural events for the purpose of requesting U.S. Environmental Protection Agency approval to exclude those data from regulatory determinations affecting air quality planning.
Supports ARB divisions pertaining to PM air quality.
The position will provide an opportunity to develop new SIPs due in 2016 to meet stringent ozone and PM2.5 standard in the San Joaquin Valley. The challenge to meet these new standards requires an innovative approach at looking at air quality that fits into the federal air quality planning requirements.
The candidate should have: 1) strong verbal and written communication skills; 2) a strong understanding of the state implementation plan development process; 3) the ability to oversee and direct complex air quality analysis related to particulate matter pollution; and, 4) the ability to understand, translate, and summarize complex technical air quality information into clear and concise information for upper management, stakeholders and the general public. Some travel may be required.
