Under the general direction of the Accounting Administrator I, this position plans, organizes and directs accounting activities that encompass the Accounts Payable Section. The position is responsible for directing four staff in auditing and processing various purchase documents including Purchase Orders, Purchase Estimates, Service Agreements, Contracts, utilities and various other invoices. Other duties include: reviewing and approving claim schedules for accuracy; review contract and purchase order encumbrances for correct coding and entry into CALSTARS. Having the various direct transfers journal entries such as General Services, Dept. of Justice and Prison Industries, etc. posted to Calstars. Represent ARB and CalEPA in fiscal matters with Control Agencies. Develop and train staff; update accounting policies and train staff on new procedures to maintain Agency compliance with SAM, DoF and other State regulatory requirements. Develop and implement year-end accrual plans.
ARB is located in the Cal/EPA building in downtown Sacramento; one block to light rail and has daycare facilities.
Knowledge of accounting systems; excellent organizational, research and analytical skills; strong interpersonal skills and ability to relate effectively to all staff levels; excellent verbal and written communication skills; ability to maintain a positive, creative and flexible approach to issues and problems while working in a fast-paced team environment; proficiency with Excel and Word software applications, and basic knowledge of CALSTARS.
