DUTIES: The Air Resources Board (ARB) is a dynamic and innovative leader in improving California Air Quality. The Board's scientific and technical programs rely extensively on web-based information systems developed by ARB's Office of Information Services (OIS). OIS' application development occurs primarily in Open Source languages such as Java and PHP.

The Senior Programmer Analyst (Specialist) (SrPA) in OIS develops and maintains web-based Java enterprise applications. The SrPA will serve as a technical lead of Java development team supporting applications using Java EE, Tomcat, MySQL database, Struts framework, service oriented architecture, and open source libraries (Apache Common Configuration and JasperReports) and tools (Apache Log4J and Ant).

The SrPA should have proficient knowledge of data processing concepts, practices, methods and principles within the Systems Development Life Cycle (SDLC) . The selected candidate should be able to write system documentation, conduct all levels of testing, mentor less-experienced programmers, facilitate meetings with peers and business customers, and give presentations. The candidate must have good analytical and problem-solving skills and the ability to work effectively with all levels of technical staff and management.

DESIREABLE QUALIFICATIONS: The successful candidate demonstrates expert level skill in design, document, and develop Java EE applications, MVC frameworks, MySql databases, and Apache HTTP/Tomact servers. The successful candidate will have experience in PHP development, Apache libraries/tools, QAS address validation server, Linux/Red Hat operating systems, and CLAM Anti-Virus software experience is a plus. The candidate should be familiar with open-source code versioning (CVS / SVN) and development (Eclipse / NetBeans) tools, and common web technologies (AJAX & jQuery). The candidate is a team leader and is able to mentor & motivate the whole team for technical challenges. The successful candidate should deliver high-quality customer service, communicate well in writing and in-person, and demonstrate a passion to promote clean air through technology.
