The Emission Quality Assurance Section (ELQAS) is responsible for verifying, calibrating and certifying all equipment and instruments used to determine exhaust and evaporative emissions from motor vehicles at the Haagen-Smit Laboratory in El Monte and field locations. The ELQAS performs quality assurance on all emissions testing equipment on a weekly basis. Coordination is essential to minimize delays and to provide an excellent service to other divisions, branches, and sections of the agency. The position requires performing quality assurance process on emission testing equipment and quality control for the data generated, developing specifications for equipment, maintaining a filing system and archiving documentation, preparing and maintaining contracts, developing Standard Operating Procedures; designing, creating and maintaining a database, generating monthly Quality Assurance (QA) reports and writing technical documents. Activities include applying engineering principles relating to quality assurance, emission testing, internal combustion, emission controls, and statistical analysis.
The successful candidate will be performing calibration and certification of exhaust and evaporative emission testing equipment; developing and evaluating quality assurance procedures; developing and maintaining contracts; developing specification and purchasing equipment, maintaining and updating QA procedures based on existing and upcoming Federal and State regulatory requirements; knowledge of tools and the ability to perform verification and data analysis of data generated; performing calculation using established quality assurance procedures; designing, programming and modifying databases; maintaining a Microsoft Access Database; generating QA monthly reports; performing inventory of supplies, specialty gases and maintaining the calibration/certification of QA specialty equipment for use in the daily QA work and coordinating with testing staff when performing the quality assurance process.
The successful candidate for this position will demonstrate initiative, have excellent written and oral communication skills, have the ability to understand technical issues, have strong analytical and problem-solving skills, and work effectively with other staff. The successful candidate must be able to work independently or in a team setting, possess excellent interpersonal and organizational skills. The most competitive applicants would ideally possess technical and scientific knowledge relating to air pollution, emission controls, emission testing, and quality assurance. Applicant must possess knowledge and programming experience working with SQL, Microsoft Office (Access, Excel, Word, and PowerPoint), Visual Basic, and Windows 7 are highly desirable. Experience with vehicle/engine emissions, equipment automation and related components will be helpful. Good people skills and a desire to provide excellent support to section staff is a plus.
