JOB DESCRIPTION :
Under the direction of the Administrator II, Personnel Management Unit, the incumbent serves as the unit’s subject-matter expert regarding the department’s progressive disciplinary and medical programs. The incumbent is also the leadperson to the unit’s less-experienced analysts, training, mentoring and conducting peer review of actions to provide constructive feedback and guidance. Independently performs the most complex and/or sensitive assignments within the department’s Human Resources Bureau involving progressive discipline or medical issues; serves as project lead for various bureau-wide HR projects having enterprise-wide impact. Develops, conducts and implements the mandated progressive discipline and performance appraisal training for Supervisors and Managers; conducts Skelly Hearing Officer training for department hearing officers; key liaison with FTB management and Legal staff on sensitive disciplinary issues. Serves as the department’s medical expert relative to ADA, FEHA, FMLA, fitness for duty evaluations and disability retirement matters that may involve sensitive personnel issues, and is the key FTB liaison with external entities on such matters. - Ability to make sound recommendations, decisions and come up with alternatives when feasible
- Experience in writing a variety of disciplinary actions including variations of complexity
- Creativity and willingness to work in a dynamic and fast-paced environment
- Ability to handle multiple issues at any given time, as well as deal with often-changing and sometimes heavy workloads
Current state employees with status in the above classification or lateral transfers from an equivalent class, former state employees who can reinstate into this class or persons who are reachable on a current employment list for this classification. A training and development assignment (T & D) may also be considered. All appointments are subject to SROA/Surplus hiring provisions.
