Job Description:
Join us as part of the California Health Benefit Exchange (HBEX) a new Department which will improve the health of all Californians by assuring their access to affordable, high quality care. We are looking for enthusiastic and motivated individuals seeking a Research Program Specialist II position to join our team.

We have 2 vacancies in the following Program Area:


Under the general direction of the Manager, Research/Analytics/Actuarial Staff Services Manager I, the Research Program Specialist II (RPS II), independently leads and directs statewide health care research and performs complex health care analyses on research projects and activities. The RPS II serves as the primary resource for specialized research, as a subject matter expert, and the senior advisor on new value based health care initiatives and cost saving innovations. The RPS II advises the Manager and Deputy Director in contract negotiations related to performance guarantees, pay-for-performance and other incentives for health plan providers.


Conduct complex research studies and analyses based on health care market trends, best practices, studies related to clinical performance, evidence-based outcomes, and cost containment measures. Develop research methods, design surveys and evaluation tools to measure health plan overall performance, and regulator compliance. Compare data between PPO, PBM and HMO health plans to assess effectiveness of clinical pilots and programs.

Assess and validate quarterly and annual health plan financial and utilization data. Provide recommendations to Exchange Executives and Program management related to overall health plan performance. Work with staff in other Exchange program areas on research pilots, projects and innovations. Calculate the program cost in order to validate the cost benefit of piloting or implementing new health initiatives. Develop new initiatives related to provider risk sharing arrangements. Perform complex analyses of the impact of health initiatives to participants and Program to outcomes, quality improvements of population health management, etc.

Work independently to provide recommendation of cost projections to Program management. Track and analyze benefit design changes in relation to cost and performance. Research and analyze new initiatives to improve services to rural areas. Assess development of integrated health system models to various plans and analyze both market and program impact.

Research health plans best practices and industry benchmarks in order to ensure the Exchange remains a leader in the market. Independently prepare verbal and written presentation for Program management for use in ongoing plan benefit design. Review ongoing and new Affordable Care Act initiatives, measure program impact and develop and/or improve programs to ensure compliance. Provide recommendation to the Exchange management and Executive staff regarding benefit design and cost containment measures to improve quality of care. Provide consultant services on program matters before Executive staff, stakeholders, advocacy groups, and the organization. Provide detailed and summary information, charts and exhibits, as required, in preparation for agenda items for the California Health Benefits Exchange Board.


Excellent research, analytical, communication and writing skills

Demonstrated ability to provide completed staff work and provide advice and consultation on technical matters to executive level staff.

Ability to work under demanding time pressure and under public scrutiny, while maintaining composure and a sense of humor.

* Through June 30, 2013, full-time employees’ monthly pay will be reduced by 4.62% in exchange for eight (8) hours of leave. Part-time employees shall be subject to the pay reduction on a prorated basis.
