Under the direction of a Recycling Program Manager I in the Recycling Program Operations Branch, the incumbent will supervise a team of professional staff in the Financial Management and Payment Section. The incumbent establishes guidelines and directs activities regarding the California Beverage Container Recycling Fund financial activities including program expenditures, continuously appropriated expenditures and budget concepts and change proposals. Ensure financial records and transactions are processed accurately in DORIIS. Serve as a critical liaison between Division management, Accounting, Budget Office and the Legal Office to ensure appropriate fiscal management of DOR resources. Provide oversight in preparing fund condition statements, monthly cash flow analyses and fund balance reports for the CBCRF and Processing Fee Accounts. The incumbent performs administrative duties for the Section and Recycling Program Operations Branch, including the preparation of budgets, periodic reports, time sheets, selection/hiring of staff, training, performance evaluations and individual development plans. The incumbent reviews and determines impacts of policy recommendations resulting from Legislation, analyses, evaluations, and studies performed by Section staff. The incumbent will act as a consultant to other branches in the division on special projects related to the Beverage Container Program.
Experience with Oracle or other Financial Systems, Microsoft Access and Excel. Knowledge of State fiscal operations, budgets, financial forecasting and Collections.
