Under the general supervision of the Education Administrator I of the Interagency-Nonpublic Schools and Agencies Unit, and the Director of the Special Education Division, and working cooperatively with program units and supervisors throughout the Department, the Education Programs Consultant works independently on the educational programs for the nonpublic schools and agencies. The Interagency-Nonpublic Schools and Agencies Unit is responsible for providing program guidance, and planning and conducting reviews of nonpublic schools. The consultant also serves as a program monitor, contract monitor, and engages in special projects as directed.
Planning and conducting on-site education program monitoring reviews, in and out of state, of local educational agencies, private schools, and private agencies to ensure compliance with state and federal special education program requirements for purposes of ensuring that children receive a free and appropriate public education
Processing new and annual certification packets from nonpublic schools and agencies
Drafting documents to provide special education program guidance and governing services; prepare administrative, judicial, and legislative reports; and prepare written responses to correspondence and inquiries
Reviewing, researching, and compiling information and writing complex and sensitive reports about special education rights and protections of students in nonpublic schools and agencies
Developing and conducting annual training institute for nonpublic schools scheduled for on-site monitoring review
Knowledge and understanding of education program monitoring particularly in the areas of nonpublic school self-reviews, on-site reviews, and follow up reviews. Experience working with local educational agencies, private schools, and private agencies to ensure compliance with state and federal special education program requirements. Experience and knowledge in research, procedures, and document development related to education program monitoring, with demonstrated excellence in writing and presentation skills. Knowledge of educational research related to nonpublic schools, legislation, policies, and regulations. Strong interpersonal skills and good organizational habits are essential. Travel required.

An individual who possess: a valid California credential, or credential or life diploma of equivalent authorization, or a master’s or doctorate degree, must attach a copy of that document to their application. Possession of minimum qualifications will be verified prior to interview and/or appointment. If it is determined an applicant does not meet the minimum qualifications, the applicant will be removed from the eligibility list.
