The Fuel Analysis & Methods Evaluation Section (FAMES) conducts chemical analyses of California fuels to determine compliance with ARB’s Clean Burning Gasoline and Clean Diesel regulations. These analyses are conducted at the Board’s Haagen-Smit Laboratory and in the field in a customized mobile laboratory deployed throughout the state. FAMES staff implement new analytical methods to accommodate changes in fuel formulation and regulatory needs, evaluate refiner’s petitions for equivalency to designated test methods and bring to the Board test methods for adoption into regulations. FAMES has an increasingly important role in ARB's motor vehicle program as staff are called upon to evaluate the relationship between fuel parameters and motor vehicle emissions and also carry out analyses that are part of emissions testing programs. Under the direction of the Branch Chief, the incumbent will plan, organize and direct the activities of a culturally diverse, highly educated group of scientists engineers and coordinate with client divisions to assure the efficient execution of projects. Some travel is required.
A Bachelor’s degree in chemistry and hands-on experience with analytical techniques (especially gas chromatography) is highly desirable. The candidate must be familiar with the principles of chemical analysis, laboratory quality control, and statistical data analyses. The candidate should also have an understanding of ARB's Clean Fuels and Motor Vehicle Programs and how they fit in with the agency mission. Good written, verbal and interpersonal communication skills are essential. The ability to establish and maintain cooperative relationships with stakeholders inside and outside ARB is essential. The manager must be able to anticipate the needs of clients, communicate those needs to management, and develop and implement solutions to those needs.
