The SOQ must address the candidate’s experience and qualifications as they relate specifically to bullet items in the Required Experience/Qualifications section of this bulletin. The SOQ shall be in 12 point, Times New Roman font and not to exceed four (4) typewritten pages and should be in a narrative format. Candidates will be rated on the content of their statements as well as their written communication skills. The SOQ will be evaluated using standardized rating criteria to select the most highly qualified candidate for the position. The content of the SOQ should provide the reviewers with sufficient details for each topic area to demonstrate the candidate’s ability to serve as an Associate Personnel Analyst or a Staff Services Analyst (General). In the event there is more than one highly qualified candidate, hiring interviews may be conducted.

Applicants eligible for lateral transfer (defined in SPB rules 430-433*), list appointment, voluntary demotion, reinstatement, or other State Civil Service eligibility under SPB rules will be considered. To become “list eligible” for consideration, interested candidates must successfully pass a civil service exam. Those employees presently on an SROA list or employed by a surplus department in a specific classification designated as surplus will be given primary consideration.

**In the absence of an Associate Personnel Analyst eligibility list, the CPUC will be using the Associate Governmental Program Analyst (AGPA) list. The Department of Human Resources currently administers the AGPA online examination on a continuous basis. You may apply and take the AGPA exam on line at:

Candidates who are eligible to transfer to the Staff Services Analyst (SSA) classification (State employees only) must pass the SSA transfer exam or have eligibility on the Department of Human Resource’s SSA service-wide list. Under general direction, the Human Resources Analyst is responsible for performing complex, sensitive and analytical work related to all aspects of the civil service exam process which includes and is not limited to: recruitment services, job analysis, exam development and validation, develop and prepare examination announcements, application review, administer the continuous testing programs; arrangement of exam interview panels (providing guidance and direction to panel members), consult and advise on examination rules and processes, process results through an applicant tracking system, and may serve as chairperson on exam interview panels.
The candidate selected for the position should have demonstrated knowledge, skills and abilities in the following areas:
Conducting job analysis.
Developing exam components.
Administration of examinations.
Use of an applicant tracking system.
Exercise a high degree of initiative and independence in performing assigned tasks with accuracy.
Handle multiple tasks, meet deadlines and work well under pressure.
Communicate tactfully and effectively with staff and the public.
Demonstrated proficiency in using Microsoft Office.
