The Position: The Office of the Secretary of State is recruiting to fill a permanent, full-time Senior Programmer Analyst (Specialist) position in the Information Technology Division. Under the general direction of the Senior Programmer Analyst (Supervisor) of Web Applications Development and Maintenance Unit, the incumbent will serve as a core team member for the VoteCal project and will be responsible for coordinating or participating in project activities and leading the long term application support.
Duties: The Secretary of State is seeking an individual with expertise in business and systems analysis, mastery of the Systems Development Life Cycle and strong oral and written communication skills who will represent the Information Technology Division as a technical subject matter expert and as a contributing team member. The most desirable candidate will possess the following:
o A working knowledge of project management practices and principles and an expert level of knowledge of data processing concepts with the ability to apply that knowledge when evaluating business processes.
o Extensive working knowledge and experience in developing Web applications and/or Windows applications using Microsoft-based technologies such as Visual Studio, C#, .NET.
o Strong knowledge and experience of relational databases (e.g., Oracle, SQL server) and knowledge in systems analysis, design, coding, unit testing, and integrations testing.
o The ability to identify and evaluate problems and issues, and work independently.
o Experience working on a large State of California reportable information technology project that involves a systems integration vendor.
In addition the incumbent will be required to:
o Participate in design sessions and regularly interface with project team members, the systems integration vendor, other contracted project staff, county elections staff and the staff of other state departments.
o Review vendor deliverables and analyze change requests and provide recommendations and analysis.
o Be dedicated to this project and must be highly adaptable to unpredictable changes in the project schedule.
