Enterprise Procurement has an immediate opening for a Senior Category Specialists at the Associate Business Management Analyst classification level. This position reports to the Category Manager. This position is responsible for leading and managing all phases of State Fund’s strategic sourcing process. The primary objective is to procure all products and services (greater than $250,000) vital to State Fund’s success based on the best quality and overall value. To accomplish these results, this position is responsible to: clearly define business requirements, establish objective success criteria, determine total cost of ownership, conduct market analysis, lead the competitive bid process, conduct complex negotiations, collaborate with Legal and Risk Management, award contracts, and manage vendor relationships.

In all aspects of the performance of these duties, the successful candidates must have: •Ability to effectively lead and facilitate group discussions and teams. •Strong analytical and problem solving skills. •Deep knowledge of strategic sourcing process and methodology •Exemplary interpersonal, organizational and communication skills. •Proficient with Oracle Purchasing application. •Ability to interface effectively with all levels throughout the organization. •Strong negotiation skills. •Ability to handle conflict skillfully. •Working knowledge of Project Management principles. •Proficient with Oracle Web Requisition process. •Use discretion and diplomacy when responding to others. •Ability to influence or persuade others skillfully. •Ability to compile information and data from multiple sources •Well organized and capable of multi tasking. •Ability to gain and maintain the confidence of others •Use in-person communication methods whenever possible •Maintain regular and predictable attendance and/or communication availability during working hours
