Under the direction of the Chief, Employment and Outreach Unit, CCHCS, the incumbent supervises Personnel Technicians and one Office Technician (Typing) performing a variety of technical and clerical personnel duties in support of the department’s certification processes and program and administering the use and maintenance of the department’s civil service eligible list and access to California Human Resource’s service wide eligible lists for executive, clinical, professional, and general occupational job classifications.
Supervises, plans, organizes, and directs technical and clerical staff who are responsible for providing technical guidance and assistance on current certification and personnel principles and practices; advises departmental and institutional/facilities HR staff on standards and procedures for establishment, use, and abolishment of eligible lists; identifies and provides information on laws and rules related to the certification process; and, advises departmental, program, and institutional HR staff on and assists in resolving certification and eligibility problems.
Provides oversight and training to technical and clerical staff in assisting candidates, program staff, and departmental and institutional HR staff with a variety of certification process-related inquiries and matters, including explaining on-line examination and certification system procedures, entrance requirements for testing, and list eligibility after testing.
Assembles and analyzes certification and eligible list data for use by departmental and institutional analysts and managers for a variety of purposes; reviews applications and eligibility forms for accuracy and completeness prior to establishment of list eligibility and processes requests for withholds from certifications; determines flags for restriction of appointments, makes changes to the on-line system as requested by candidates for address changes or activity changes when needed. Processes E2 report changes to the on-line system.
Assesses staff progress, coaches, and mentors staff; completes probationary reports and individual development plans; prepares performance evaluations; assists with the hiring of technical and clerical staff; monitors staff workload and assigns and delegates work; prepares duty statements, and takes disciplinary action as needed.
Participates as part of the unit’s leadership team, identifying unit and function process improvements, cross-training opportunities, and other means to ensure the streamlined, efficient operation of the unit.
