Job Description:

Under the direction of the District Administrator, the Business Taxes Specialist II (Technical Advisor), is responsible for analyzing, organizing, and assessing the district’s metrics. The Technical Advisor assists and advises the District Administrator on specific audit and compliance metric issues of a highly complex nature. In concert with the District Administrator and principals, acts as a liaison on issues having statewide impact related to the metrics and district goals. Through the use of a variety of existing and customized data sources, the Technical Advisor prepares and provides reports, analyses and recommendations to the District Administrator for his/her evaluation of the district’s audit and compliance programs’ effectiveness and efficiency. The Technical Advisor assists in the development and implementation of strategies for effective and efficient administration of the district’s audit and compliance programs and coordinates field office projects and activities with other intradepartmental and interdepartmental functions. The Technical Advisor conducts research and coordinates/attends meetings, seeking information and providing feedback. The Technical Advisor is expected to perform duties of a highly technical nature with only minimal supervisory guidance. The position requires the incumbent to be fingerprinted.

Supplemental Questionnaire:
1. Summarize the relevant work experience that has prepared you to perform the duties of the BTS II Technical Advisor to the District Administrator as described in the Job Description and/or Statement of Position.
2. The Technical Advisor to the District Administrator will work with the District Administrator, District Principals and Supervisors to identify audit and compliance activities and goals that will improve the district’s metrics. Listed below are two of the compliance metrics and two of the audit metrics:
• Percentage of accounts with no payments
• Dollars collected per account (accounts receivables)
• Number of cases per auditor
• Number of months in process for tax change cases
Please choose one of the above metrics in either compliance or audit, and describe an activity, goal or change you would recommend implementing to improve the chosen metric. Please describe in detail:
A) The information you would want to review to evaluate the district’s current performance in the chosen area
B) How your proposal would help improve the chosen metric
C) The steps needed to implement your recommendation
