Duty Statement:
The Staff Programmer Analyst (Specialist) works under the general direction of the Systems Software Specialist III, Supervisor. The position encompasses full range of responsibilities in support of systems development, maintenance, and other complex information technology activities, including project coordination.

Interfaces with Divisions, Programs, Units, vendors and consultant(s) to gather requirements, analyze, design, develop, test, implement, document and maintain accounting and related application systems. Apply in-depth knowledge of data modeling, Oracle, Java and other relational and object-oriented programming skills for the software development life cycle. Also, provides user training, coordinates and handles systems implementation and migration.

Continuous applications and batch jobs monitoring to ensure system availability and take any remedial approaches deemed necessary. Also functions as the administrator for the Oracle application servers and Oracle Weblogic servers.

Evaluates user requests for new application development or maintenance of already implemented systems. Analyzes collected information and recommends solutions, designs and produces business data models and process models, produces ER diagrams and specifics the logical and physical data models for these systems. Also, provides internal DIR end-users with reports and extracts as needed.

Prepares flowcharts and diagrams to illustrate the sequence of steps that program must follow and to describe logical operations involved. Maintains project and system related information using Oracle Designer or other case tools. Generates Data Definition Language (DDL) scripts for creating tables and indexes.

Enforces data and system security. Creates user accounts. Grants necessary privileges to user accounts for database access. Controls and monitors user access to the database. Optimizes database performance. Also, participates in peer reviews, project reviews, user meetings, and presentations.

Performs other job duties as required.
