Join us as part of the California Health Benefit Exchange (HBEX) a new Department which will improve the health of all Californians by assuring their access to affordable, high quality care. We are looking for enthusiastic and motivated individuals seeking an Associate Information Systems Analyst position to join our team.

We have a vacancy in the following Program Area:


Under the general direction of the Operational Readiness Chief (DPM III), the Operational Readiness Analyst reports on activities of both state and consultant Operational Readiness staff. This position provides support for Operational Readiness staff performing oversight of the stakeholder operational readiness needs assessment process and the design and development of related operational business processes in support of the CalHEERS implementation.


Using project management principles support the effort to develop, review and recommend operational readiness strategic plans, objectives, resource requirements and priorities for the IT CalHEERS solution. Support the determination of the required organizational structure and work strategies for staff and vendors assigned to develop CalHEERS system and related operational readiness business processes.

Assist with the coordination of contractor activities and completion of implementation deliverables using various resources (e.g., project schedule, project team, etc.) to ensure contract compliance, as needed. Assist with the coordination of development of implementation material and methods, ensuring the delivery of quality information to the customer(s) as needed. Provide feedback to help ensure appropriate operational readiness content and processes using knowledge of IT and operational readiness frameworks as needed.

Assist technical personnel assigned to operational readiness tasks, using technical expertise and communication skills to achieve organizational objectives. Provide consultation during the operational readiness needs assessment process, and during the operational readiness design and development phases.

Assist with the development of CalHEERS implementation standards and procedures. Support the management of implementation by monitoring, tracking and prioritizing activities to ensure efficiency.

Maintain effective communications with management regarding vendor activities, problems, status, timelines and other details; act as an internal consultant to management regarding operational readiness-related issues and initiatives to provide professional guidance and support using knowledge of best practices and research, etc. as requested by management; and communicate on an on-going basis with stakeholders and users utilizing various resources to support the identification of business and technical implementation requirements and priorities using the customers’ business knowledge on an on-going basis. DESIRABLE QUALIFICATIONS:

Ability to communicate effectively and in a professional manner; review, edit, evaluate and prepare written documents to produce quality products; develop cooperative working relationships; and deal effectively with a variety of individuals, organizations, state agencies, local governments and contractors.

Ability to apply the principles and processes for providing customer service, including customer needs assessments, meeting quality standards for services and evaluation of customer satisfaction in order to achieve a high level of customer satisfaction.

* Through June 30, 2013, full-time employees’ monthly pay will be reduced by 4.62% in exchange for eight (8) hours of leave. Part-time employees shall be subject to the pay reduction on a prorated basis.
