The salary listed for this classification will be adjusted to comply with the provisions of the 2012 Personal Leave Program.

Duties and Responsibilities:
Under supervision, the Institutional Personnel Officer I administers the personnel management program of the Redding Veterans Homes.

• Consult with management and advise and make recommendation on the application of personnel laws, rules, policies, standards and procedures; formulate and make recommendations for improvements in the personnel management program; develop and maintain effective working relationships with managers, supervisors, and employees; confer with the appropriate staff, management and employee representatives on grievances; counsel employees and upper management on various personnel issues (i.e. progressive discipline, upward mobility, exams, etc.); investigate and make recommendations on proposed adverse actions and rejections on probation; develop, administer and maintain a Report of Performance program; direct a program for the monitoring of annual performance standards; administer the Return-to-Work program, and Worker's Compensation Claims function.

• Supervise and direct Veterans Home Personnel Office support staff in the maintenance of employee records and the uniform and efficient processing of personnel transactions; evaluate staff performance and take appropriate action; provide consultation and advice to Veterans Home supervisors and managers on salary ranges and salary adjustments for individual employees; perform and assist in all aspects of recruitment, selection and retention of new Veterans Home employees; participate in examination interviews; conduct job analysis and other studies to support recommendations on proposed classification allocations; interpret and apply laws and rules governing State civil service.

• Work closely with headquarters and control agency staff on matters pertaining to the allocation of positions; salary determinations; issues related to employee relations; establish and maintain working relationships with other governmental agencies; prepare reports and correspondence.

• Conduct regular staff meetings; provide training to Human Resource staff; provide training to Veterans Home supervisors, managers and employees on various personnel management-related topics including interpretation of bargaining unit contracts. Provide technical assistance and consultation; personally perform the more complex personnel management work and handling of sensitive personnel issues.
