Under the general direction of the Staff Services Manager I, the analyst will independently perform the full range of personnel management activities. This position is responsible for the analysis and proper allocation of positions for assigned organizations. Prepares written analyses and recommendations on varied and difficult personnel management problems. Provides consultation services to management in dealing with performance related issues and works closely with the Board’s legal staff and the various control agencies in determining the appropriate course of action in regard to performance related issues. Consults with management of assigned organizations on all personnel related issues and provides advice and interpretation of civil service laws, rules and procedures. Develops or assist in the development of policies and procedures related to the Water Boards personnel management program.
DESIRABLE QUALIFICATIONS: Excellent organizational, analytical and communication skills, both verbal and written. Requires a strong commitment to delivering quality service to customers, and the ability to work independently and with all those contacted in the work.
WHO MAY APPLY: Applicants must hold a current Associate Personnel Analyst appointment, or possess list, transfer or reinstatement eligibility to the Associate Personnel Analyst classification.
