Assists the ALJ II Supervisor in the timely review of proposed decisions submitted by first year ALJ I’s and in the preparation of alternate decisions and other recommendations as appropriate and consistent with departmental policy. Develops and disseminates information such as paraphrased regulations, All County Letters (ACL), All County Information Notice (ACIN), newsletters, notes from the training bureau, and updates to the benchbook to staff regarding changes in regulations and policies. Reviews proposed changes in law, regulation and policy including proposed regulations, proposed legislation, program letters and correspondence. Provides training for ALJ I’s and county and advocate staff on SHD regulations and policies. Presides over administrative hearings. In addition to regularly calendared hearing, handles hearings involving lengthy, difficult and/or sensitive issues for the California Department of Social Services (CDSS). These hearings include but are not limited to sensitive rehearings or Director-ordered further hearings and cases with issues relating to complex legal questions. Also included are cases which may have a potential impact on the criminal justice system such as large overpayments and over issuances. Interprets and applies various provisions of federal and state statutes and regulations and submits final and proposed decisions at a quality consistent with SHD standards. Performs other duties as required, including ALJ II Supervisor duties when Presiding Judge is not available. Meets with CDSS and DHCS Program staff to obtain and provide information on a regular basis. Meet with other hearing specialists as needed to share and discuss issues and approaches for ensuring consistency of quality of hearings and decisions division-wide.
