DUTIES: Incumbent reports to the Staff Services Manager I of the Employee Performance Office within the Personnel Services Division and provides personnel management and progressive discipline support to the California Department of Education (CDE) staff.
Progressive Supervision/Discipline - Consults and offers guidance to managers and supervisors on employee performance and behavior problems; reviews requests for disciplinary action to ensure that preventive and corrective phases of progressive supervision/discipline are taken, that the supporting documentation is complete and that the recommended actions(s) are applied consistently; conducts and coordinates investigations of incidents that may lead to disciplinary action; conducts research on disciplinary actions for similar issues; prepares summaries and forwards recommendations for disciplinary action to the Legal Office; prepares rejections during probation; and participates in hearings when necessary; conducts training for CDE staff on the progressive supervision/discipline process. Medical issues are usually complex, and may affect performance and attendance, so the Labor Relations (LR) and Office of Equal Opportunity (OEO) offices should be included in all discussions.
Non-Disciplinary Issues – Assists managers and supervisors with guidance on the preventive phase of progressive supervision by determining the appropriate needs for the supervisors, and direct him/her to the best location(s) for assistance, such as: Training Office for training needs; CDE intranet for forms & sample documents; DEAM for policies, Labor Relations for contract interpretations, medical issues, leave of absence options, MSA & SISA advance notice, etc.
General Personnel - Consults and advises CDE supervisors and managers on general personnel management policies and procedures; researches and responds to technical personnel questions requiring the interpretation of civil service laws and rules, and memorandums of understanding and guidelines; analyzes legislation. Assists in providing training to managers and supervisors during the annual supervisory training and other general supervisory training.
Performance Evaluation Procedures – Assists in the training of the supervisors on the procedure of completing the forms. Consults and offers guidance to managers and supervisors on employees with performance issues when completing the evaluation form.
Process Improvement Procedures – Updates the supervisors and managers when a law changes, or when CDE Management requests a change in handling procedures that involve performance issues of the employees. Revises the training material to reflect the changes.
