Direct the formulation and implementation of strategies to carry out policies, programs, and priorities of the State Superintendent, the CDE, and the (SBE) relating to FPM. Coordinate and support CDE’s implementation of FPM, both within the office and across various branches of the department (e.g., Title I Policy staff, Program Improvement staff, and assessment and accountability offices). Work with external entities to obtain input on FPM-related issues for California. Recommend and obtain approval from managerial levels of major implementation strategies. Direct the implementation of program tasks. Propose changes, legislative and budgetary, designed to improve the programs for which the office is responsible.
Oversee and support the coordination of FPM process. Lead the development of specific monitoring criteria for each categorical program monitored by FPM. Facilitate the training of monitors and LEA staff.
Direct and supervise staff assigned to the unit. Determine ongoing work assignments and delegate responsibilities; direct daily activities and special assignments; review work products for accuracy and completeness; monitor and evaluate performance; approve travel and leave; conduct, arrange, and approve training. Provide programmatic guidance to staff whose responsibilities center on specific FPM programs or requirements, such as Neglected or Delinquent Students, and Local Educational Agency Plans.
Assist with managing the department wide use of CAIS and provide staff support to the CAIS Steering Committee. Provide oversight on the maintenance and operations of CAIS. Conduct and attend CAIS Technical Assistance Group meetings. Direct internal and external training on the use of CAIS related to monitoring.
Determine tasks, time lines, and due dates; review drafts; ensure that product content is consistent with departmental standards and policies; obtain managerial approvals for product development, content, Web posting and publication.
Represent the FPM Office within the department and in the field; meet with key local, state, and national program representatives, who are responsible for FPM; representatives of county offices, district offices, and local schools; audiences at professional organization conferences. Make presentations; gather feedback and concerns; clarify policies and procedures; and promote coordination and cooperation among CDE staff involved in FPM.
Interview and select personnel assigned to the unit; control the budget allocated to the unit; prepare budgetary documents to support the work of the office; coordinate audit and public record act request responses; ensure that correspondence from the office meets departmental standards and policies; attend and conduct staff meetings. Work with division office staff on budgetary and personnel issues; work with staff within throughout the division on matters regarding the office’s Web and IT needs, legislative analysis, data coordination, and out-of-state travel.
