The Air Resources Board (ARB) is a dynamic and innovative leader that improves California air quality. ARB has the world's first methane monitoring network and nearly 200 air monitoring sites. ARB's scientific and technical programs rely heavily on web-based information systems developed by ARB's Office of Information Services (OIS). The majority of these systems are written in open source languages such as Java and PHP, with databases in MySQL. This job is for one Staff-level Java/MySQL developer. The Staff Programmer Analyst (SPA) will design and develop web-based Java EE (Enterprise Edition) and open source software applications within a small team. The SPA will also design, develop and maintain the associated relational or web-enabled databases in MySQL using a Linux platform. The SPA will apply his/her skills and talents to complete development of one Java application and maintain several others with the assistance of two senior developers. The SPA will also co-develop new systems. In the course of time, the SPA may create high-level work plans, follow a development framework, write system documentation and user manuals, train users, and participate in peer code review. The SPA will work closely with customers throughout the software development lifecycle and occasionally write test scripts or test applications. The SPA will troubleshoot software and database problems and report those accomplishments on a weekly status report.


Experience in Java EE and MySQL database required. Experience in Java Struts, Apache Tomcat, Apache, common libraries/tools, Linux operating system, and PHP application development or support is desired. The successful candidate uses open-source code versioning and development tools and design frameworks. The successful canidate shares ideas, helps others, works cooperatively in teams, and is coachable. The successful candidate is motivated to deliver high-quality customer service, communicate well in writing and in-person. successful canidate can analyze and troubleshoot problems independently or in a team context. Current state employees who are in the Staff Programmer Analyst (Specialist) classification, are list eligible, or have transfer eligibility.
