Duties and Responsibilities:
Under the direction of the Staff Services Manager I, the position works with a high degree of independence to provide analysis and program direction for the California Department of Veterans Affairs (CalVet) Veterans Home of California West Los Angeles (VHC-WLA) in all areas associated with the State’s personnel management program. Incumbent is expected to consistently exercise a high degree of confidentiality, initiative, responsibility and independence in performing a heavy workload with a strong commitment to customer service.

• Handle all aspects of recruitment, selection and retention of employees for the Veterans Home of California West Los Angeles (VHC-WLA). Responsible for planning, organizing and coordinating recruitment plans; preparing and posting Job Opportunity Bulletins; sending out certification letters; and review employment applications for eligibility based on list appointment, transfer or reinstatement rights. Ensure that all steps to the recruitment process have been completed. Update organizational chart on a continual basis. Oversee employment interviews to ensure that the questions and panel members are approved by the Equal Employment Opportunity Officer (EEO) and Headquarters’ (HQ) Human Resources Department Manager. Train staff on conducting interviews in an objective and appropriate manner as per California Department of Human Resources (CalHR) guidelines. Extend job offers to prospective employees after reference check, Official Personnel File (OPF) review, and pre-employment physical and live scan clearance. Attend various job fairs to advertise our positions in the community and advise prospective employees. Attend quarterly recruitment committee meetings with HQ’s staff as well as staff from the other Veterans Homes. Complete yearly Annual Recruitment Report and Recruitment Goals and Strategies Plan.

• Consult with and make recommendations to managers on various hiring methods to meet specific needs: list appointments, training and development assignments, lateral transfers, as well as various other methods of recruitment. Work with managers to ensure that all duty statements meet the appropriate guidelines and ensure that all duties are included in the job specifications (spec). Review and analyze requests for personnel action to ensure positions are appropriately classified and allocated. Review examination requests from management and make decisions on action. Complete and submit an annual exam plan to Exam Unit in HQs. Work with Exam Unit to secure written and/or Qualification and Appraisal (QAP) testing sites; ensure exam materials are ready for distribution and act as Chair Person for all exams administered by the West Los Angeles Home. Review, analyze and recommend staffing alternatives.

• Provide technical expertise, training, guidance, assistance and support to employees, supervisors and managers on a variety of personnel matters. Interpret and apply CalHR and State Controller’s Office (SCO) laws, rules, regulations and procedures. Conduct classification and pay (C & P) studies and resolve the C&P issues by recruitment and retention differential, Hire Above Minimum (HAMS), specification revisions, State Personnel Board Items, Certification Action Requests, out-of-class pay, Red Circle and other means of resolution. Conduct allocations classification studies, and respond to various entities, Headquarters Personnel Management and control agency requests.
