We are looking for enthusiastic and motivated individuals seeking an Accounting Administrative Analyst (Accounting Systems) position to join our team.
We have 2 vacancies in the following Program Area:
Under the general direction of the Staff Services Manager I (SSM I) over Fiscal Systems, the Associate Administrative Analyst (Accounting Systems) (AAA) maintains the financial systems that support the Exchange’s financial operations, including CalSTARS table maintenance, the Exchange’s automated governmental and cost accounting systems, and the Exchange’s internal web-based fiscal tracking system.
Develops, designs, implements and maintains the fiscal reporting systems for recording accounting activity, reporting fiscal data, reconciling accounts and providing services to programs utilizing system and accounting manuals, laws, rules and regulations, and Exchange structures (e.g., organization charts, etc.), and interviews and consultations with officials and officers of outside agencies. Analyzes the application of data processing resources (e.g., software, systems, hardware, etc.) to ensure the best resources are utilized for the specific operations. Performs cost allocation and fund split processes on a monthly basis; and distributes required daily and monthly reports. Prepares expenditure projects, ad hoc and other reports in response to special requests from Accounting, Budgets, and program staff. Perform CalSTARS systems and reports for year-end-close/year-end-open in accordance to due dates established by Exchange year-end-close plans. Develop the CalSTARS Accounting Table to adequately provide for the Exchange’s needs to monitor and review fiscal data; monitor CalSTARS operations, including daily, weekly, quarterly, and yearly processes, including Labor Distribution, Cost Allocation, and Fund Split.
The AAA researches and evaluates system problems; identifies system and user requirements and needs; develops project scope, system and process design; performs solutions analysis and resolution; preparation of general system logic, flows, guidelines and specifications for programming; follows up and coordinates project status; oversees performance of user acceptance testing, installation coordination, and document preparation; works in coordination with internal staff as well as IT staff and software consultants.
Knowledge of and ability to apply principles and practices of financial record keeping.
Knowledge of and ability to apply the State’s accounting processes.

* Through June 30, 2013, full-time employees’ monthly pay will be reduced by 4.62% in exchange for eight (8) hours of leave. Part-time employees shall be subject to the pay reduction on a prorated basis.
