Job Description:
The Secretary of State’s office is seeking a highly motivated individual to work part time (20 hours a week) in the Information Technology Division (ITD), Application Development and Maintenance unit. This is an exciting opportunity for an enthusiastic individual with budgeting and computer programming experience to work in a dynamic environment maintaining and supporting a state of the art SOS developed budget application. This position will manage the Information Technology Division’s budget and maintain the budget application. This position will also assist programmer analysts on application development of other information technology projects. The Secretary of State (SOS) is located near the State Capitol with convenient light-rail access at our front door. Our agency is committed to staff development and will provide technical training and skills development assignments to help the individual grow and excel.

The incumbent will assist programmer analysts in system analysis, systems design, program specifications and programming for new applications and enhancement of existing systems. The incumbent will help support the division’s budget financial system application, review invoices and contracts, and reconcile the appropriate ITD databases. The incumbent will also assist the Application Development and Maintenance unit project manager(s) on a variety of ITD projects.

Desirable Qualifications:
The most desirable candidate will possess: knowledge and/or experience in supporting Web applications or Windows applications using Microsoft-based technologies; knowledge of systems analysis, design, coding, unit testing, and integration testing; willingness and ability to learn new concepts and technologies; ability to identify and evaluate problems and issues; ability to communicate with technical and non-technical staff in both verbal and written form effectively; knowledge and/or experience of California government contracting regulations and principles, subcontracting practices, and accounting and finance principles; and enthusiasm for a fast-paced environment with multiple challenging responsibilities.
