The Health Program Specialist II, is a member of the Maternal Child and Adolescent Health Division. This is a limited-term position and is located in mid-town Sacramento, in the East End Complex.
Under the direction from the Branch Chief of the Program Standards Branch, or designee, the Health Program Specialist (HPS) II is responsible for taking a lead role providing complex program consultation and technical assistance to local program staff as well as subcontract staff, as assigned, for the planning, development, implementation and evaluation of major statewide programs housed within the Program Standards Branch, MCAH Division. The incumbent has lead responsibility for a major statewide program and/or project and will function as the lead for the tasks related to the operation of the program and/or project. The HPS II provides technical assistance and oversight of development of MCAH program objectives, activities and outcome measures in assigned LHJ Scopes of Work (SOW). The incumbent will monitor and evaluate compliance with MCAH policies, procedures and program standards. The HPS II is responsible for taking the lead with subcontractor activities, including monitoring their SOW, and coordinating training and technical assistance programs for local partners. The HPS II acts as a liaison for stakeholder communication and interagency efforts to coordinate the program activities across departments. This position requires the incumbent to function independently; communicate effectively; provide effective consultation/technical assistance to local awardees; and maintain/develop skills related to the support for the MCAH programs in coordination with local MCAH and Title V maternal and infant health promotion activities.
DESIRED EXPERIENCE/QUALIFICATIONS IN ONE OR MORE AREAS:
A Master's in Public Health (MPH) or closely related health professional field
Experience working with public health programs in the area(s) of perinatal, maternal and/or child health
Experience or formal training in health education and psychosocial services and supports
Working knowledge of public health services/activities provided in a clinical setting
