Under the supervision of the Assistant Chief of Education, Central Region, the Supervisor of Correctional Education Programs (SCEP) has regional responsibility for the development, implementation, on-site monitoring and evaluation of academic curriculum - inmate literacy programming efforts - instructional delivery systems - educational pilot projects - and other specialized education programs. Additionally, this position is responsible for assisting in the monitoring and evaluation of all aspects of education programs and services, development and management of the department’s education budget and budget tracking system, contract management, teacher recruitment and the education recidivism research unit. Provides technical assistance to institutional staff and administers departmental and ad hoc educational committees and task forces. The SCEP provides direct supervision to the Supervisor of Academic Instruction (SAI), Central, the Supervisor of Vocational Instruction (SVI), Central, and the Associate Government Program Analyst (AGPA).
Specific duties include:
50% Assisting in the on-site monitoring and evaluation of all aspects of the education programs (academic programs, instructional delivery systems, tracking reports, expenditures and budget management) to ensure they are in compliance with all administrative and legal mandates. Tasks include development of monitoring devices, conducting departmental audits and peer reviews, preparation of recommendations for improvement, and assisting staff in implementing recommendations. Provides guidance to institutional staff in designing and implementing training for correctional educators on current educational techniques, methodologies, effective inmate teaching strategies, the use of competency-based curricula, and the selection of adult-orientated instructional materials. Provides information on enhancing cultural diversity in curricula presentations, and the infusion of workplace literacy into existing courses.
15% Provides assignment directions, reviews completed staff work, evaluates presentations to field staff, supervises work on compliance review teams. Monitors these activities, reports, document preparation, and provides analysis and recommendations.
15% Provides direct supervision to the AGPA responsible for budget management, tracking and training, contracts, education staff vacancy tracking, and personnel actions. Monitors these activities, reports, document preparation and provides analysis and recommendations. Provides guidance and general work-site direction to the SAI and AGPA.
15% Develops and manages the department’s teacher recruitment program, the education recidivism research study, and education related revisions of the Department Operations Manual.
5% Prepares correspondence, reports, issue memoranda, bill analysis and other documents as required. Monitors office activities, reports and document preparation. Prepares performance evaluations. Acts as the backup for the Assistant Chief, Vocations, during absences from Headquarters and performs other duties and assignments as required.
