The salary listed for this classification will be adjusted to comply with the provisions of the 2012 Personal Leave Program.

Duties and Responsibilities:
Under direction of the Assistant Deputy Secretary, the AGPA will be responsible to provide systematic, critical, independent analysis of the Veterans Homes’ medical billing processes; audit clinical/medical documentation and medical coding; assist with developing improved billing processes; provide training to clinical and business staff related to billing and reimbursements; develop written documentation and billing policies and procedures as Homes-wide standards; draft reports and make recommendations to management to help achieve the Homes Division’s strategic goals related to medical billing and reimbursements.

Demonstrate current, practical knowledge and skills in medical billing and reimbursements related to long-term care, including MDS and RUGS optimization. Analyze current medical billing processes from physicians’ orders and chart documentation and coding through to the reimbursements received for the care, treatment and medications. Perform medical chart audits and assess documentation quality and coding consistency, including ICD and CPT codes. Work to optimize Medicare Part A and B utilization. Assist with Ew-VHIS utilization. Develop audit reports and track performance trends.

Facilitate communication and operational coordination between the Homes’ clinical and business staff and the General Fund Accounting Office’s Medical Billing unit in Sacramento to assist and resolve billing issues. Provide research and analysis to improve program operational accountability and standardization. Compare and analyze workflow processes and workload. Compare processes between Homes to industry standards. Help to clarify operational needs. Assist with the revenue cycle compliance program and identify deficiencies in charge capture. Provide recommendations to management based on analysis.

Provide training related to all aspects of medical billing and develop a training resource library. Assist with the transition from ICD-9 to ICD-10.

Travel between the Sacramento Headquarters and the state Veterans Homes as needed to carry out audits, analysis, and training.
