The Department of State Hospitals (DSH) – Stockton is located within the California Health Care Facility (CHCF) located at Austin and Arch Road, one mile east of Highway 99. The facility will have 1,722 medical and mental health beds. The DSH – Stockton will have 514 beds: 420 Intermediate and 94 Acute in 9 buildings with 17 treatment units. The CHCF, including the DSH – Stockton beds, will be licensed as a Correctional Treatment Center, Title 22, Division 5, Chapter 12. The DSH – Stockton will be accredited by the Joint Commission as a Behavioral Healthcare service. Admissions began on July 22, 2013 and reach full census by December 31, 2013. DSH – Stockton will have over 800 clinical and administrative positions.
The California Correctional Health Care Services (CCHCS), California Department of Corrections and Rehabilitation (CDCR) and Department of State Hospitals have partnered in a unique relationship to re-define the delivery of health care services in the correctional setting. The CHCF will provide the DSH – Stockton the ability to deliver clinical excellence in the care and treatment of mentally ill patients in an environment designed for the provision of health care while maintaining a safe and secure workplace for patients and staff. In addition to the information as described in the California Department of Human Resources specifications, the Program Assistant assists the Program Director in a staff capacity with the administration of a treatment program for mentally ill patients. The Program Assistant assists in the planning and administration of the program mission, objectives and scheduled treatment activities, coordinates subordinate staff compliance with program mission, vision, and core values, represents the Acute or Intermediate Program in the Quality Improvement Program, allocates resources, identifies and resolves problematic issues and treatment barriers, acts for the Program Director in the Director’s absence, reviews performance of delegated personnel, as well as meeting with them regularly. The Program Assistant is responsible for probationary and annual performance reviews, assists the Program Director in interviewing, hiring and placement of program personnel, maintains current knowledge of bargaining unit contracts and meets with union representatives as necessary, keeps the Program Director informed on all issues with subordinate staff, assures delivery of treatment activities within the program are consistent with governmental agencies, Department of State Hospitals and the Department of State Hospitals – Stockton (DSH-Stockton) policies and procedures, and the Acute & Intermediate Treatment Program approved clinical treatment protocols, frequently attends unit interdisciplinary treatment conferences assuring team clinical process is conducted with a consensus, in a timely manner, and best clinical practice is applied to the patients’ treatment program, assures that scheduled treatment groups take place as scheduled and monitors group activities for compliance with clinical protocols, attends and participates in DHS – Stockton committees as defined in the Strategic Plan, and is delegated to participate in the Quality Improvement or Problem Evaluation Teams.
Regular and consistent attendance is critical to the successful performance of this position due to the heavy workload and time sensitive nature of the work. The incumbent routinely works with and is exposed to sensitive and confidential issues and/or materials and is expected to maintain confidentiality at all times.
