JOB DESCRIPTION :
Under the general direction of the Business Entities Section Assistant Manager, the incumbent serves as the technical resource specialist in the area of tax exempt organizations. As such, the incumbent provides technical support to the Exempt Unit, Legal Division, Legislative Bureau, Public Affairs, Taxpayers' Advocate Office, Audit Staff, and occasionally the Executive Officer. The incumbent is a key participant in technical teams and assists in formulating department policy. The incumbent performs the review functions and handles the most complex exempt cases. The incumbent is the primary technical resource in directing field audits. The incumbent develops and/or presents training to the staff as well as fulfills speaking engagements to outside groups.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES :
Strong technical knowledge of California and federal tax laws, regulations, policies and procedures applicable to corporations and pass through entities.
Ability to creatively develop alternatives and recommend innovative solutions using strong analytical and research skills.
Ability to work collaboratively with audit staff on cases that cross program lines, foster communication and cooperation between program staff, ensure that both corporation and pass through issues are resolved timely and accurately, and support the collaboration efforts of the various audit programs.
Strong knowledge of FTB Audit policies, procedures and practices.
Ability to create and maintain positive working relationships with audit staff and team members.
Strong interpersonal skills and ability to work well independently or in a team environment.
Ability to communicate effectively, orally and in writing, including the ability to convey legislative or technical tax information in an understandable manner.
Ability to prepare, review or present technical tax issues, training and procedures.
Ability to perform effectively in a fast paced environment where priorities frequently change.
