Job Description:

DUTIES:

Assists in the development, implementation, and enforcement of the ARB injury and illness Prevention Program; conducts workplace job hazard analysis and has primary responsibility for the ARB Headquarters Building Health and Safety Program. Conducts safety inspections and accident investigations and follows up to ensure safe working conditions; develops and implements departmental health and safety policies and procedures in compliance with laws, rules, and regulations as well as with provision of the State’s collective bargaining agreements; prepares correspondence in response to safety-related programs; issues and/or concerns, State Fire Marshall violations, etc.; prepares contracts for delivery of health and safety program services and serves as the designated Floor Emergency Coordinator for the 20th floor. Attends CalEPA Health and Safety Officers’ meetings.

Assists with planning, organizing and overseeing ARB training services and programs in compliance with laws, rules, regulations, and provisions of collective bargaining agreements and in conducting training needs assessments and development and management of assigned Division Annual Training Plans. Develops training programs/courses, contracts, service agreements, interagency agreements, and purchase orders to meet ARB training needs. Track assigned Divisions training funds/budgets and expenditures, approves and processes invoices and monitors and tracks Division use of training contract and agreements services. Generates monthly reports of training contract services for assigned Division and develops and assists in maintaining training policies, procedures, and processes. Reviews training requests to ensure trainee eligibility, appropriate designation of training category, availability of training funds and compliance with training policies, procedures and regulations. Provides assistance to Division Training Liaisons and all levels of staff regarding training procedures, course fee reimbursements, invoice processing, etc. Responsible for processing ARB training requests and for enrollment/registration of employees in training courses; ensures training requirements have been met and required documentation is provided prior to reimbursement for training services.

Develops and administers training courses using a variety of training tools such as Internet based training, videos, surveys, exercises, webinars, etc. Provides training to Division Training Liaisons and to supervisors and managers in the development and oversight of training plans, budgets and completion of training requests. Assists in the development of the annual ARB Health and Safety Training Plan and schedule. Plans, organizes, develops and/or conducts health and safety training for managers, supervisors and staff, assists in development of material for health and safety training• courses and programs, evaluates effectiveness of safety training efforts and maintains all Health and Safety Program training records.

Responsible for maintaining automated training records and systems; oversees and verifies accuracy of data input; produces training reports and provides employee training history as needed. Identifies, develops and monitors ARB compliance with mandated/job required Health & Safety training. Responsible for creating and updating training announcements and notices, listing of resources, and other communication materials provided via the Training Program and Resources area of the ARB Intranet. Assists with obtaining training facilities, preparation of training materials, and set up of Board provided and/or onsite training classes. Develops training notices, training rosters, Certificates of Completion, and other materials and/or documentation for on-site and/or ARB administered training classes. Attends Statewide Trainers Forum meetings and events.

Assists the ARB Ergonomic Specialist in conducting employee workstation ergonomic assessments, makes recommendations for appropriate equipment to prevent workplace injuries and to provide a safe and healthy work environment. Conducts and/or assists with Violence in the Workplace and other health and safety related investigations, prepares reports of findings and develops recommendations for action.

Serves as the DMV Pull Notice Program Coordinator, ensures staff enrollment and monitors employee DMV records; responsible for reporting all ARB vehicle accidents to the Department of General Services; monitors and reviews ARB vehicle accident reports and makes recommendations regarding post accident corrective measures to avoid repeated incidents. Maintains Health & Safety Program records, including but not limited to, DMV Pull Notice, Ergonomic Assessments, Drug Testing and Right to Know Programs and Vehicle Accident and Incident Reports and manages health and safety contracts and invoices.

Assists in the evaluation and selection of personnel protective equipment and when necessary, with the ARB Hearing Protection and Respiratory Protection Programs.

DESIRABLE QUALIFICATIONS

Proficient in the use of automated tools. Occasional statewide travel may be required.
