Job Description & Additional Information

Under direction from the Chief of the VAMS II, Staff Services Manager I, the Associate Governmental Program Analyst (AGPA) consults with vendors, verbally and in writing, to provide direction and ensure adherence to federal and state regulations, and program policies and procedures. Responsible for the total management of assigned vendors (retail stores) which involves the evaluation of vendors applying for authorization or re-authorization to the Program to redeem WIC food instruments in a defined geographic area. The AGPA reviews and analyzes vendor applications to determine if vendors meet the authorization criteria based on their interpretation of federal and state regulations, program policy, and procedures and sound business practices. Researches and analyzes business practices, which includes data review and interpretation of USDA, State Treasurer’s Office, Board of Equalization, CA Secretary of State auditors, and compliance investigation records and/or findings to identify potential issues. The evaluation may result in corrective actions to enforce sound business practices. After the full review and analysis, makes the final determination of authorization or re-authorization of vendor’s application.

Independently plans, organizes, and conducts on-site vendor inspections. Analyzes and researches vendor practices for compliance with federal and state regulations and program policies and procedures while conducting fieldwork statewide to assess and determine vendor’s eligibility to the WIC Program, which involves store inspections, routine monitoring visits, and consulting, communicating, and corresponding with vendors before and after vendor inspections. Makes recommendations on administrative action or Program related problems, as necessary, and develops and implements changes accordingly. Communicates with vendor during on-site or routine monitoring process. Prepares and finalizes reports. Analyzes compliance and inspection data to prepare and testify in hearings.

Performs journey level analytical duties including, but not limited to, the preparation of issue memorandums, research papers, field procedures, notification to vendors that are not in compliance with state and federal regulations, and policy evaluations related to the functions of VMB and the WIC Program. Coordinates corrective actions, as necessary. Coordinates with the Program Business and Integrity and Vendor Compliance Sections to ensure high-risk vendors are not authorized on the WIC Program. Reviews and analyzes vendor requests for changes in ownership, store closure, store relocation, and changes in the number of registers. Analyzes documentation to determine if vendor passes price survey and inspection requirements.

Participates in special projects as assigned by the VAMS II Chief or WIC executive management and may act as a lead on projects. Prepares related project documents and reports.
