Job Description & Additional Information
Duties: Under the general direction of the Chief, Administration Section, the Staff Services Manager I (SSM I) directs and manages staff to prepare, process, and maintain all documents necessary for the establishment and change of positions, recruitment, filling of positions, and other personnel procedures for approval of the California Department of Public Health (CDPH), Human Resources Branch. Provides guidance to WIC management on responses to various personnel issues and ensures they are working with the correct CDPH entity (i.e. Human Resources Branch, Office of Civil Rights, Labor Relations, Office of Legal Services, etc.).

Consults with key staff and provides advice on viable alternatives regarding complex contract and procurement issues. Independently selects appropriate course(s) of action regarding the competitive bid and procurement processes. Oversees the development of Request for Proposals, Request for Applications, Invitation for Bids, various information technology and non-information technology goods and services procurement documents. Ensures conformance to the appropriate state and departmental policies, guidelines, rules and regulations. Plans, organizes, directs and chairs bidder’s conferences, the protest response process, and negotiation sessions with potential contractors.

Directs the work of staff in the support of facility operations which includes the building modifications, modular furniture reconfigurations, building security, inventory and control of state WIC agency equipment. Oversees business services operational support activities required to conduct WIC program business in an effective and efficient manner (i.e. operations of mail room, shipping, centralized office supplies, state vehicles, facilities, coordination of training for the WIC program).

Directs the work of staff ensuring that the Branch is in compliance with health and safety codes and regulations. This includes monitoring CAL OSHA compliance issues, implementing and updating the Branch’s Injury and Illness Prevention Program, ergonomic evaluations, conducting safety inspections, and maintaining building emergency evaluation plans.

Desirable Qualifications:
• Knowledge of state administrative functions including; contracts, procurements, personnel, facilities, health and safety, and business services,
• Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff.
• Ability to partner with program managers to analyze complex problems, develop and evaluate alternatives, and recommend effective courses of action
