DUTIES

  • Advise and assist LEAs in all areas of school district accounting, budgeting, and reporting, and in issues of fiscal accountability and fiscal management practices, in an effort to improve and make more efficient the fiscal management of schools. This includes advising about long-range planning, multi-year projections, negotiating collective bargaining agreements, cash flow analysis, program cost accounting, standardized account codes, state and federal compliance with laws, regulations, and recent legislation affecting their operations. This includes being at the forefront of new accounting standards promulgated by national standard-setting bodies.
  • Work closely with LEAs to properly record transactions using SACS; periodically update the California School Accounting Manual; organize, update and present SACS accounting issues at periodic meetings with LEAs to improve and streamline financial reporting.
  • Participate in the development, testing, and maintenance of the financial reporting software for California’s K-12 LEAs to ensure that CDE receives reasonable, accurate, and consistent financial data. This includes review of current accounting and budgetary guidelines, review of new legislation for potential financial impact, and testing the software to ensure that it is accurate, complete, and functional.
  • Ensure the financial solvency of county offices of education (COE) by working closely with county superintendents and chief financial officers to ensure sound financial management practices. Review, assess, and approve or disapprove COE annual budgets and interim reports, and research and analyze financial and demographic trends. Advise and assist LEAs in strengthening and improving their fiscal management practices.
  • Develop tools, policies and procedures to implement the fiscal accountability aspects of federal laws, regulations and guidelines applicable to LEAs, to ensure the state is meeting its obligation to monitor LEA compliance. This includes identifying fiscal requirements, and meeting with CDE and LEA staff to develop policies, procedures and report forms.

DESIRED QUALIFICATIONS

Knowledge of school administration practices, school district business practices, financial management, and staffing; principles of governmental fund accounting, education program cost accounting, interim financial status reports and year-end expenditure reports; public school law and finance; automated financial management systems and software applications; and general knowledge of other areas of LEA operations. Ability to interpret data, solve administrative and fiscal problems, and speak and write effectively; establish and maintain cooperative relations with local, state, and federal officials.
