POSITION DESCRIPTION: Under the general supervision and direction of the Financial Institutions Manager (Examinations Manager), the FIE assists in the examination of the books and records of the Department’s licensees and/or their affiliates. The FIE performs assignments relating to the administration and enforcement of applicable laws and regulations.
DUTIES: Works with a team of examiners to provide the licensee with competent, expeditious, and cost-effective supervision. Prepares examination reports and analysis of licensees that accurately communicate examination findings and the financial condition of the licensee. Makes recommendations for corrective actions needed to address findings of his or her reviews and evaluations. Makes presentations and writes comments, and edits and coordinates the report of comments of other examiners. These duties require incumbent to visit Department licensees, which requires the ability to travel to various locations on a daily basis.
Works arithmetical computations, gathers, organizes, summarizes, and interprets financial data, and analyzes data and draws sound conclusions. Establishes and maintains cooperative relations with those contacted in the work field, communicates effectively, and evaluates and appraises information. Analyzes situations accurately and takes effective action. Uses a variety of spreadsheets or word processing software packages and applies specialized financial examining practices and procedures. Performs detailed portion of financial institutions, business firms, or services examinations. Analyzes financial and operating statements, reports, and records relating to licensee operations. Prepares clear, concise, and accurate reports. Assists with or conducts meetings with management of licensees and/or affiliates with regard to financial operational practices, general financial condition, and the scope and adequacy of financial and operating report systems as disclosed during examinations. Processes applications and requests and makes recommendations.
Participates in formal, in-house, on-the-job and continuing education training programs.
ADDITIONAL INFORMATION: To be successful in the position the incumbent needs to posses the following skills, education, and experience: Education equivalent to graduation from college with a specialization in accounting, business administration, economics, finance, or a related business/management specialization. Or, completion of a prescribed professional accounting curriculum given by a residence or correspondence school of accountancy, including courses in elementary and advanced or intermediate accounting, auditing, cost accounting, and business law. Or, completion of the equivalent of 16 semester hours of professional accounting courses given by a collegiate-grade residence institution, including courses in elementary and advanced or intermediate accounting, auditing, and cost accounting; and three semester hours of business law.
Knowledge of general and specialized accounting and auditing principles and procedures, business law, statistics, information systems programs, and the English language with proficiency in reading, writing, and grammar. Familiar with the functions of the Department of Financial Institutions, regulatory terminology, applicable Federal rules and regulations and operations of regulatory agencies that work closely with the Department. Exhibits tact, and good interpersonal skills.
