POSITION DESCRIPTION
GENERAL DESCRIPTION:

If you are an individual that enjoys working in a fast-paced environment, surrounded by enthusiastic, self-motivated co-workers, and functioning in the capacity of a chief, then consider competing in our examination for the Chief Administrative Officer with the State Controller’s Office. Competitors must understand that the individual appointed to this position will be responsible for overseeing the Information Systems Division, Personnel/Payroll Services Division, and other administrative functions within the State Controller’s Office.

The Chief Administrative Officer is required to exercise independence in daily and long-term planning for program growth and development. The successful candidate must also interact effectively with other senior level management of other “control” agencies such as the Department of Finance and General Services as examples. He/she may represent the State Controller at various commissions and board meetings.

SCOPE OF THE POSITION:

With general direction provided by the State Controller/Chief of Staff, the successful candidate will function as co-lead of Senior Level Management at the second organizational level provide and set direction and policy for administrative services consisting of programs such as the Information Systems Division, Administration and Disbursements Division, and the Personnel/Payroll Services Division. In addition, this position will apprise the Controller/Chief of Staff of major state and national developments affecting issues that fall within the jurisdiction of the Controller’s Office. Typical tasks assigned to this position include but are not limited to the following:

DUTIES AND RESPONSIBILITIES:

(Candidates must perform the following functions with or without reasonable accommodations.)

• With approval from the State Controller/Chief of Staff, set department policy using independent judgment regarding administrative matters such as program restructuring, reorganizing/re-engineering, and program direction; • Make management decisions affecting the provision of administrative support to all divisions and programs within the Office of the State Controller. Administrative support includes, but is not limited to, (a) budget management, (b) human resources management, (c) purchasing, (d) contracting, (f) facilities lease, (g) accounting, and (h) risk management; • Provide recommendations based on informed knowledge of the Office’s mission and statutory requirements for technologically advantageous methods to accomplish the goals of the Office; • Develop and implement a succession planning strategy to ensure that the SCO has an effective workforce planning model and leadership skill assessment process for managers and supervisors; • Develop and implement a business resumption plan to ensure that the SCO’s critical functions can continue during and after a disaster, and to re-establish full functioning as swiftly as possible; • When required, represent the Controller at assigned boards and/or commission meetings; defend and support the position of the Controller and his/her mission; • Travel to various locations to attend meetings, to present position statements, or to represent the Controller during budget hearings. * Strong verbal and written communication/advocacy skills. * Well-developed administrative, managerial, and interpersonal skills and abilities.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
1. Understanding of Public Administration as it relates to California; 2. Degree in Business Administration/Public Policy; 3. Knowledge of California Legislative processes; 4. Understanding of the State Controller’s Constitutional Authority.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of CHIEF ADMINISTRATIVE OFFICER, with the OFFICE OF THE STATE CONTROLLER. Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

The examination will consist of an application review and analysis using pre-determined criteria for the purposes of ranking competitors. Individuals may receive a hiring interview following the closing of the examination. The life of the list will be 12 months. Should the need arise, subsequent appoints may be made from this list if a vacancy occurs within 12 months.
