POSITION DESCRIPTION
Under the general direction of the Director/Chief Deputy Director, the incumbent has full responsibility for all functions and activities within the District and is responsible for the administration and operation of Caltrans programs within the District boundaries of Inyo and Mono counties.

Responsibilities include:

• Develops and implements policies, formulates work programs and evaluates effectiveness of operations in the District. • Directs the District transportation planning activities with regional planning agencies, councils, government commissions and other interested parties. • Develops and implements policies for the maintenance of State highways in Inyo, Mono, Northern San Bernardino, and Eastern Kern counties. • Responsible for developing policies and procedures to ensure an appropriately balanced transportation system. • Provides the Director and Chief Deputy Director with District expertise necessary to advise Department management of external interests and controversial issues as they may develop in the counties. • Represents the Director and Chief Deputy Director as the departmental spokesperson on transportation issues. Maintains liaison with local government agencies and officials and private organizations and individuals in order to coordinate State transportation matters with local activities and plans. • Directs ongoing State transportation activities and is responsible for the performance and timely completion of District projects. • Organizes the work and staff of District 9, directs and evaluates the performance of subordinate managers and establishes management control systems and performance targets. • Assists legislators in drafting transportation legislation and in responding to constituents concerning transportation matters. • Provides the media with timely transportation information. • Oversees the development and implementation of the Department’s goals, strategic objectives, strategies, and performance measures applicable to the District. • Advises the Director/Chief Deputy Director on the full range of issues related to the District. • Collaborates with the District Directors in the Central Region on Project Delivery issues, priorities and resources for the Central Region Capital Program.

MINIMUM QUALIFICATIONS
Applicants must meet the following minimum qualifications:

Either I
Must be a current State civil service employee with permanent civil service status, as defined in Government Code Section 18546.

Or II
Must be a current or former employee of the Legislature, who resigned or was released from service within the last 12 months, and with two or more consecutive years of service as defined in Government Code Section 18990.

Or III
Must be a current or former nonelected exempt employee of the Executive Branch of government who resigned or was released from service within the last 12 months, and with two or more consecutive years of service (excluding those positions for which the salaries are set by statute) as defined by Government Code Section 18992.

Or IV
Must be a person retired from the United States military, honorably discharged from active military duty with a service-connected disability, or honorably discharged from active duty as defined in Government Code Section 18991.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
• Must possess a broad and comprehensive knowledge of Caltrans multimodal transportation roles and responsibilities. • Must have knowledge of Caltrans’ goals, objectives, policy direction, and functions under his/her supervision. Must have command of the principles and practices involved in project management, project development, capital budgeting, and program development processes in Caltrans, and understand the laws, rules, and regulations both federal and state that apply to and impact the work of Caltrans. • Demonstrated ability to direct the work of a large organization in conformance with Caltrans goals and policies, prepare and effectively review comprehensive reports on various aspects of the work, set performance measures to ensure accountability, and adopt effective courses of action and ensure such action occurs. • Must have knowledge of the development, maintenance, and operation of the State Highway System and transportation facilities. • Demonstrated ability in the management of large budgets, contract development and administration. • Demonstrated ability to develop and implement organizational improvements or innovations. • The incumbent must also possess well-developed communication skills, both verbal and written and must be able to effectively interface with Corporate and District partners, and with external agency staff and the public. • Demonstrated ability to effectively apply logic and creativity in decision making processes and successful application of motivational and negotiating skills. • Maintains positive relations with local, state, and federal government agencies, elected officials, private organizations, and individuals in order to coordinate State transportation matters with local activities and plans. • Represents the district in making decisions for the resolution of highly politically sensitive problems, interagency, and public relations issues. • Demonstrated knowledge of the roles, responsibilities, and interactions between District and Regional functions in a Caltrans Regionalized setting.

A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of District 9 Director: District 9 - Bishop , with the TRANSPORTATION, DEPARTMENT OF. Applications will be retained for twelve months.

Only the most qualified candidates may be scheduled for an interview.
