POSITION DESCRIPTION
Under minimal direction of the California Department of Transportation (Caltrans) District 2 Director, the Deputy District Director, Maintenance and Operations plans, organizes, directs and monitors the activities of the Maintenance and Operations Division. Receives general initial instructions and policy guidance from both the District Director and the Headquarters Maintenance and Operations Division Chiefs, but is personally responsible for managing programs under assigned functions. Review by the District Director is on policy matters and on status of the programs involved in the function with specific review on major issues. Incumbent plans, assigns and checks work of senior staff; gives instructions; maintains discipline; maintains an atmosphere of high morale; makes decisions and offers guidance and direction on difficult technical and administrative issues in connection with delivering highway maintenance and traffic operations services to internal and external customers and stakeholders. Makes regular presentations to the public; represents the department on program policy matters; prepares correspondence and reports; and acts as the District Director for District 2 as needed.

• Participates in the development and implementation of operational policies of Caltrans and provides direction in resolving maintenance, traffic and permit problems in the District. Supports the District Director, the Deputy District Directors and Region Managers in administering the overall program of the District. • As the SHOPP Program Manager, oversees the development of the SHOPP Major and Minor programs, establishing priorities and approval of project costs, schedules and scopes. • Develops, coaches and trains staff through effective leadership, delegates work assignments, appraises performance of subordinates, and determines training needs. • Develops performance goals, new initiatives and objectives for District Maintenance and Operations to encourage performance consistent with departmental, District and Program goals. • Responsible for the management of the Maintenance and Operations budgets which are approximately $26 million for personal services and $43 million for operating expenses. Ensures that all laws and departmental policies pertaining to expenditures of state funds are adhered to. • Personally review and inspect highway and highway related facilities to ensure that maintenance and traffic operations activities are effectively implemented.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
The Statement of Qualifications is a narrative discussion of how an applicant’s education, training, experience, and skills meet the knowledge and abilities and any other requirements identified in this bulletin and qualify them for the position. The statement should be no more than two (2) pages in length.

1. Demonstrated knowledge in managing the application of state and federal project laws and regulations relative to the maintenance and operation services of the state highway system. 2. Broad and comprehensive knowledge of Caltrans transportation roles and responsibilities. 3. Demonstrated ability to manage large budgets in the administration of large organizations; and in setting performance measures to assure accountability. 4. Knowledge of federal and State regulations that apply to and impact the work of Caltrans and the Caltrans’ mission, goals, program, and policies. 5. Demonstrated ability to supervise a multi-disciplinary professional staff, participate in public forums, represent Caltrans in advanced transportation system matters, and serves in a consulting and coordinating capacity with other departmental functional areas statewide.

6. Demonstrated ability to develop and maintain performance measures. 7. Demonstrated ability to effectively apply logic and creativity in decision making processes and successful application of motivational and negotiating skills. 8. Good oral and written communication skills.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Deputy District Director, Maintenance: D2 - Redding, with the TRANSPORTATION, DEPARTMENT OF. Applications will be retained for twelve months.

The Results of this examination will be used only to fill this position and may be used to fill subsequent vacancies for this position for a period of up to twelve months.

The examination will consist of a review of each candidate’s application and Statement of Qualifications. The knowledge and abilities and any other requirements identified in this bulletin and listed in the Statement of Qualifications will be used as evaluation criteria to score applications. Therefore, it is critical that each applicant include specific information on how his/her background and knowledge and abilities qualify them for this position.

A passing score of 70% or higher must be obtained to establish eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of CEA A, Deputy District Director, Maintenance and Operations with the Caltrans.
