POSITION DESCRIPTION

The State Controller’s Office is a destination employer and one of the few constitutional offices with responsibilities that affect many aspects of California. This particular position is responsible for assisting the State Controller with the replacement of its payroll legacy systems with a new and modernized system.

Scope of Position: With general direction and consultation provided by the Project Director, manage the Human Resources Management System (HRMS) Project. This project develops and implements systems and business practices that replace legacy operations for handling HR/Payroll processes for the State of California’s primary employers (Civil Service, CSU System, and the Judicial Branch of California). With leadership and authority for administering both technological and business-related aspects of the 21st Century Project, the Project Manager will provide oversight in current application assessments, legal support, and oversight for moving forward with overall replacement efforts. This position is expected to serve as a general subject matter expert regarding current payroll processes and must; therefore, possess the knowledge, skills and abilities to advise on current and potential future policies and procedures. Specific duties include but may not be limited to the following: Duties and Responsibilities: (Candidates must perform the following functions with or without reasonable accommodations.)

• Provide direct management and supervision of project staff and a variety of project support vendors; manage contractor performance, approve work products, and ensure that contractor proposals are consistent with State Technical, business, and policy requirements using processes consistent with best practices as defined by the Project Management Institute or IEEE; maintain appropriate certification;

• Develop and maintain an organization to coordinate efforts of the 21St Century Project; oversee the planning, execution, and control of all activities essential to the support and implementation of the HRMS replacement efforts;

• Establish and monitor project leadership associated with organizational structure, work force planning, business applications, timeline constraints, budgetary limitations, and technological advances associated with the development and implementation of a new HRMS; define project goals and expectations; make decisions that satisfies diverse interests, but within the mission of the State Controller; ensure that State staff are supporting the approved tasks and schedule;

• Lead in the analysis of current laws, statutes, regulations and procedures in an effort to implement new policies, where appropriate, to streamline current practices and develop ‘best practices’ for the state. Work collaboratively with partner agencies and stakeholders to achieve these goals.

• Represent the 21St Century Project before stakeholders, legislative inquiries, control agencies, various governance committees, and other existing enterprise-wide projects impacted by the 21St Century Project; communicate clear, timely, and persuasive arguments regarding information associated with the project status to influence thoughts and generate excitement; build and generate customer satisfaction regarding the implementation of new technology designed to generate efficiency and self-service in human resources management; articulate project milestones to partner agencies and interested customers;

• Adhere to all government codes and/or regulatory authorities in the development of system modifications, software usage, equipment procurement, and vendor contract requirements etc.; use good judgment in committing staff resources to project activities;

• Oversee risk analysis and project error mitigation efforts to minimize delays in deliverables and timelines; identify and implement cost-saving measures related to the project;

• Manage the development of project documentation; coordinate with vendor management to ensure contractual deliverables are timely and in accordance with contract specifications; renegotiate contract parameters as needed or to further the success of the project;

• Meet with the business owner and project executives to update the status and/or progress of the 21St Century Project; act as point of contact regarding high-level inquiries regarding project intricacies;

• Travel to various locations for informational meetings, hearings, vendor meetings, etc..

Note: Eligibility to take a CEA examination does not require current permanent status in the civil service.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
• Ten (10) years of experience with Civil Service Payroll Processes

• Five (5) years of experience performing at a Managerial Level

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of 21st Century Project Manager, with the OFFICE OF THE STATE CONTROLLER. Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

The examination will consist of an application review and analysis using pre-determined criteria for the purposes of ranking competitors. Individuals may receive a hiring interview following the closing of the examination. The life of the list will be 12 months. Should the need arise, subsequent appoints may be made from this list if a vacancy occurs within 12 months.
