POSITION DESCRIPTION
Under the general direction of the Executive Officer of the California State Lands Commission, the Chief, Marine Facilities Division is responsible for planning, organizing and directing the Marine Facilities Division personnel (approximately 66 persons) and programs to ensure the best achievable protection of the public health and safety and the environment under the Lempert-Keene-Seastrand Oil Spill Prevention and Response Act. The Chief is also responsible for the protection of California waters from the introduction of non-indigenous aquatic species through ship mediated vectors including, ballast water and hull fouling, through the effective implementation of the Marine Invasive Species Program. The Chief, Marine Facilities Division advises the Executive Officer and the Commission on pollution prevention measures, activities and policy direction. He/she directs the activities of the Division, including the formulation of state-wide policy regarding the transportation of oil at Marine Oil Terminals and prevention of Marine Invasive Species in California waters. The Chief, Marine Facilities Division serves as the Commission's representative on a number of statutory and non-statutory committees including the State Interagency Oil Spill Committee, the Review Subcommittee of SIOSC, the Harbor Safety Committee of Los Angeles-Long Beach, the Oil Spill Technical Advisory Committee, the California Marine and Intermodal Transportation System Advisory Council and numerous Technical Advisory Groups. In addition, the Chief, Marine Facilities Division interfaces with the highest levels of State and Federal government agencies, in particular the U.S. Coast Guard and the state's Office of Spill Prevention and Response, State Water Resources Control Board and other environmental agencies. He/she also interfaces with high level port and maritime personnel such as the Executive Directors of California's ports. The Chief, Marine Facilities Division is responsible for the management of personnel and programs including budgets and the development of strategic planning for the future direction of the Division.

Note: Eligibility to take a CEA examination does not require current permanent status in the civil service.

KNOWLEDGE AND ABILITIES
Applicants must demonstrate the ability to perform high administrative and policy – influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
(1) Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department’s or agency’s Equal Employment Opportunity Program objectives; and a manager’s role in the Equal Employment Opportunity Program.

(2) Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department’s or agency’s Equal Employment Opportunity objectives.
These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization):

CEA Level A Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

DESIRABLE QUALIFICATION(S)
• Knowledge of Federal and State law and administrative regulations relating to environmental protection. • Knowledge of Federal, State and local land and resource management programs. • Knowledge of policies and procedures of the California State Lands Commission. • Knowledge of principles and practices of public administration and personnel management and supervision. • Knowledge of risk factors in the transfer of liquid cargoes and petroleum products at marine transfer facilities. • Knowledge of the current technologies, practices and principles of process safety ensuring safe operations in the marine industrial environment. • Knowledge and experience in evaluating and making recommendations regarding highly sensitive and complex regulatory issues. • Ability to successfully negotiate complex agreements with industry officials, environmental and public interest entities, and other governmental agencies. • Demonstrated ability to effectively plan, organize, and balance multiple and conflicting priorities to achieve the highest-level outcomes, resolve operational issues and develop timely, effective, and cost effective solutions. • Demonstrated ability to effectively apply logic and creativity in decision-making processes. • Experience in Ship handling in harbors, moorings and anchoring of vessels. • Experience in the bulk transportation, handling and storage of oil. • Experience in managing a multi-disciplinary staff in a regulatory or operations environment. • College level course work in environmental sciences, environmental law, marine science, marine engineering, business administration, or public administration. • Demonstrated management and administrative leadership skills. • Possession of the personal characteristics of integrity, initiative, dependability, tact, and sound judgment.

EXAMINATION INFORMATION
A minimum rating of 70% must be attained to obtain list eligibility. Hiring interviews may be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of Chief, Marine Facilities Division, CEA B, with the STATE LANDS COMMISSION. Applications will be retained for twelve months.

The results of this examination will be used only to fill this position.

The examination process will consist of your application and the Statement of Qualifications being scored by a designated screening committee. The screening committee will score each candidate based on a comparison of each applicant’s qualifications for the position against specific job-related evaluation criteria developed from the minimum qualifications and desirable qualifications. Based on the competitiveness of the group, the most qualified candidates may be scheduled for an interview as a part of the exam process.
